6 In accordance with Reference 1, this letter is to inform you of en o

a degraded mode permitted by a limiting condition for operation, while the plant was in the cold shutdown condition.

Reference 2 requires the fire detection instrumentation for each fire detection zone shown in Table 4.2.17 to be operable whenever equipment in that zone is required to be operable.

At 2217 on January 21, 1982, Fire Detection Zone 19, which covers the Containment Building, was placed in bypass due to several spurious alarms being received.

This action prevented the spurious alarms on Zone 19 from nasking any legitimate alarms on any other fire detection zone. A fire watch patrol was established in accordance with the action statement in Reference 2.

At 0130 on January 22, 1982, the instrumentation covering Fire Detection Zone 19 was returned to normal, but it was bypassed at 0715 due to additional srurious alarms.

The detector head over the Main Steam Isolation Valve, which was causing the alarms, was cleaned and Zone 19 was returned to normal at 1020. Maintenance had been performed in the area during the outage, which may have caused the dirt which accuuulated on the detector head.

A Licensee Event Report (Reference: Regulatory Guide 1.16, Revision 4) is enclosed.
