Dear Mr. Keppler:

In accordance with Reference 1, this is to inform you of entry into a degraded mode permitted by a limiting condition for operation.

Reference 2 requires that two high pressure diesel driven pumps be operable at all times.

At 1022 on May 17,1982, during a refueling outage, the 1A High Pressure Service Water (HPSW) Pump failed to start during the conduct of a surveillance test on the IB HPSW Pump. The 1B High Pressure Service Water Pump did start and run successfully.

The 1A HPSW diesel was examined.

The starter motor was found to be burnt out and its gear was in a chewed condition, with metal pealed back from each tooth.

It appeared that the gear may have tried to re-engage the engine flywheel after the flywheel was rotating.

The motor then burned out due to overload, since the gear was not properly engaged.

The starter motor and engagement gear were replaced.

The engine flywheel was inspected and found to be in good condition. The 1A HPSW diesel pump was returned to service and tested satisfactorily at 1400 on May 17, 1982.

The starter engagement gear and starter motor were also inspected on the 18 7

HPSW diesel pump.

No defects were noted.
