On August 31, 2022 with Unit 1 in Mode 1 at 100% power, charcoal samples were taken for the Emergency Core Cooling System (ECCS) Ventilation System, HVE-9A and HVE-9B, in accordance with the Ventilation Filter Testing Program (VFTP) and Technical Specification (TS) 4.7.8.1.b.
Laboratory results were received on September 3, 2022. The laboratory test results failed to meet the required performance efficiency of greater or equal to 97.5 percent Methyl. Specifically, HVE-9A was at 93.95 percent and HVE-9B was at 96.74 percent. Therefore, both trains of ECCS Ventilation System were inoperable from August 31, 2022, which placed the unit in TS Limiting Condition for Operation (LCO) 3.0.3. TS LCO 3.0.3 requires the unit to be in cold shutdown within 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> starting from August 31, 2022. Unit 1 failed to meet this LCO resulting in a Condition Prohibited by TS. New filter beds were subsequently installed during a planned refueling outage. This event is being reported pursuant 10 CFR 50. 73(a)(2)(i)(B), and 50. 73(a)(2)(v)(D). This event resulted in a Safety System Functional Failure.

Cause of the Event
Charcoal efficiency is measured in-place and via laboratory testing to ensure that the charcoal is not degrading below the minimum levels defined in ANSI N-510-1975. The testing is performed on an 18-month frequency per VFTP. Charcoal life cannot be predicted and is therefore replaced when it no longer meets the minimum efficiency required. Due to exposure to moisture laden air the life of the charcoal is decreased and requires replacement.
Analysis of the Event
This licensee event report is being submitted in accordance with 10 CFR 50. 73(a)(2)(i)(B), and as a Condition Prohibited by TS, and 50.73(a)(2)(v)(D), as an Event or Condition that Could Have Prevented Fulfillment of a Safety Function. This event resulted in a Safety System Functional Failure.
Safety Significance
During the time between taking the charcoal bed samples on August 31, 2022, and the start of refueling outage SL 1-31 on September 3, 2022, both trains of the ECCS Ventilation System were below their VFTP efficiency requirements.
Corrective Actions
Refurbished charcoal trays were procured and installed in HVE-9A and HVE-98 during scheduled refueling outage SL 1-31.
