DPR-54 LICENSEE EVENT REPORT NUMBER 82-28 In accordarce with Regulatory Guide 1.16, section C.4, the Sacramento Municipal Utility District hereby submits Licensee Event Report Number 82-28, of the following item of interest.

On September 22, 1982, during repairs of a flow control valve in the Auxiliary Building fire protection system at Rancho Seco, materials similar to paint chips were discovered in a two-inch feeder line of Fire Zone 18.

The chips were removed and further investigation was initiated to determine the extent of the spread of this debris. The four levels in the Auxiliary Building were flushed through three drain valves and additional chips were found in all levels. The debris is at present believed to be chips of plastite lining from the auxiliary fire system piping.

To correct this problem, the District is taking the following action:

1) Temporary bypass piping will be installed in the Auxiliary Building.
2) The existing piping will be inspected to determine the con-dition of the lining. Subsequent repairs will depend on this inspection.

3)

Following completion of repairs system flushing following NFPA 13-A guidelines and a systematic inspection of sprinkler heads should ensure system reliability.
