DPR-54 LICENSEE EVENT REPORT 82-14 In accordance with Rancho Seco Nuclear Generating Station Technical Specifications Section 6.9.4.2.b and Regulatory r,uide 1.16 Section C.2.b (2), the Sacramento Municipal Utility District hereby submits a thirty-day report of Reportable Occurrence No. 82-14 On June 19, 1982, during the performance of a surveillance test of the Safety Features System, the Pressurizer Liquid Sample valve, SFV-70001, opened properly, but failed to close upon comtrand.

Upon investigation, it was determined that the AX relay, a General Electric model GEF-4210, had failed to operate properly in that it was not respondina to the close command.

Examination of the relay revealed no deterioration or abnor-malities of the relay other than those normal to aging and/or wear.

The relay was replaced like for like with a new one from stock. A review of history of this component disclosed no pattern of failures of this type; therefore, the District concludes that this is an isolated incident.

The plant was in cold shutdown at the time of this event, therefore there was no impact on plant or public safety.
