DPR-54 LICENSEE EVENT REPORT NO. 82-29 In accordance with Rancho Seco Nuclear Generating Station Technical Specifications, section 6.9.4.2.C, and Regulatory Guide 1.16, section C.2.b(3), the Sacramento Municipal Utility District hereby submits the following thirty-day report of Licensee Event Report No. 82-29.

On October 26, 1982, the District's Quality Assurance Department re-ported that a surveillance requirement was not addressed by procedure.

Table 4.1-1 of Technical Specifications, item 48a, requires a monthly test of the Auxiliary Feedwater Start Circuit from the Phase Inbalance/

Underpower RCP portion.

Item 48b concerning the Low Main Feedwater Pressure portion does not require a monthly test, per the Technical Specifications. However, a surveillance was written and has been per-formed for item 48b, while no procedure was prepared for item 48a.

This situation resulted from an apparent transposition of the require-ments for items 48a and 48b. The District never intended to test the Phase Inbalance/Underpower portion of tne AFW Start Circuit, since this test is extremely difficult to perform without tripping the pumps and, thus, causing a reactor trip. The District has committed to testing the start circuit for the AFW, but had intended that the Phase Inbalance/

Underpower portion be tested / calibrated with the reactor shutdown. The monthly test was intended to address the Low Main Feedwater Pressure, which test was in fact conducted on a monthly basis.

As a corrective action, the District intends to request amendment of our Technical Specification to change the monthly requirement to item 48b och O
