Individual Rod Position Indication - 2Cl - Inoperable.

This report was initiated by Incident Report 81-294.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 48% - Unit Load 460 MWe DESCRIPTION OF OCCURRENCE:

On July 27, 1981, the control operator noticed that the individual rod position indicator and control rod bank demand indicator for rod 2C1 were in disagreement by greater than + 12 steps.

The individual rod position indicator was declarc'd inoperable at 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br /> and action statement 3.1.3.2.1.a was entered.

This occurrence constituted operation in a degraded mode in accordance with technical specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Equipment failure. The individual rod position indicator (IRPI) for control rod 2Cl was not in agreement with the control rod bank demand position due to drift in the calibration of the IRPI.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.1.3.2.1.a requires that in modes 1 'nd 2 with a maximum of one rod position indicator per bank inoperable eu - r:

Determine the position of the non-indicating rod (s) indirectiy by the movable incore detectors at least once per 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> and immediately after any motion of the non-indicating rod which exceeds 24 steps in one direction since the last determination of the rod's position, or 2.

Reduce thermal power to less than 50% of rated thermal power within 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />.

CORRECTIVE ACTION

The IRPI for control rod 2C1 was recalibrated satisfactorily and returned to service.
