Electrical Power System Shutdown CONDITIONS PRIOR TO OCCURRENCE:

Rx Power 0% - Unit Load O MW DESCRIPTION OF OCCURRENCE:

While taking readings, an operator noticed control wires glowing in the 2B Diesel Exciter Cabinet.

The No. 4 Breaker in 2BBDC cabinet was tagged out de-energizing the affected wiring and making 2B Diesel inoperable.

The 2C Diesel was tagged out at this time.

At 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> on April 30, 1981, Action Statement 3.8.1.2.b was entered.

This occurrence constituted operation in a degraded mode in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Equipment Failure -

The field flashing relay was sticking.

ANALYSIS OF OCCURRENCE:

The sticking field flashing relay caused an overcurrent in the field flashing circuit which necessitated removing 2B Diesel from service thereby rendering two diesels inoperable.

Technical Specification 3.8.1.2 requires with less than two diesels operable, suspend all operations involving core alterations 0r positive reactivity changes until the minimum required AC electrical power sources are restored to operable status.

CORRECTIVE ACTION

The field flashing resistors were replaced as a preventive measure, the field flashing relay was cleaned, and the field flashing circuit was tested satisfactorily.
