February 26, 1982 Identification of Occurrence:

Failure to have two operable, independent diesel generators, contrary to Technical-Specification 3.8.1.1.b.

Conditions Prior to Occurrence:

Mode 3. hot standby (07.).

Description of Occurrence:

At 2333 it was discovered that EDG "A" would not start after mechanical maintenance on the exhaust manifold. Maintenance was initiated, and operability was restored at 2400 on Febru-ary 26, 1982.

Designation of Apparent Cause:

The apparent cause of this event can be attributed to restric-tions in the air start lines, filters, and strainers.

Analysis of Occurrence:

Redundancy was provided by EDG "B".

There was no effect upon the health of safety of the general public.

Corrective Action

EDG "A" was successfully started. The air start valves, filters, and strainers were cleaned. The filters and strainers will be placed on the preventive maintenance program for scheduled clean-ing.

Failure Data:

This is the second failure to start occurrence for EDG "A", and this is the twenty-ninth report under this Specification.
