Pursuant to Section 6.9.1.13.c of Appendix A of the Technical Specifications to the Diablo Canyon Unit 1 Operating License, the enclosed Licensee Event Report is submitted.

A connunication phone unit was nounted on a Class 1 Hot Shutdown Panel without seismic analysis.

This problem was discovered during a routine audit.

This finding has in no way affected the public safety and health.
