Pursuant to Section 6.9.1.13.b of the Technical Specifications, Appendix A to the Diablo Canyon Unit 1 Operating License, the enclosed Licensee Event Report is submitted concerning the failure of the Steam Generator Blowdown Flow Recorder which rendered the flow rate measurement device inoperable.

This event has in no way affected public health and safety.
