This report is submitted pursuant to Oconee Nuclear Station Technical Specification 6.6.2.1.a(2) which concerns an operation subject to a limiting condition for operation which was less conservative than the least conservative aspect of the limiting condition for operation established in the Technical Specifi-cations, and describes an incident which is considered to be of no significance with respect to its effect on the health and safety of the public.

Duke Power Company Oconee Nuclear Station Report Number: R0-269/82-07 Report Date: June 30, 1982 Occurrence Date: June 16, 1982 Facility: Oconee Nuclear Station, Seneca, South Carolina Identification of Occurrence: Keowee Hydro Station water fire suppression systems inoperable.

Conditions Prior to Occurrence: Oconee 1 - 100% FP Oconee 2 - 59% FP oconee 3 - Cold Shutdown Description of Occurrence: On June 16, 1982, during performance of environmental periodic surveillance, personnel were unable to obtain flow from an outside fire hydrant. With no water pressure availabic to the hydrant the water fire suppres-sion systems at Keowee were declared inoperable.

Apparent Cause of Occurrence: The apparent cause of the occurrence was blockage of the service water inlet screen by some unidentified foreign material.

Analysis of Occurrence: The Keowce Service Water System is utilized to provide dilution flow for liquid radwaste effluent from Oconee Nuclear Station. The dilution line was not being used during this event for radwaste release. The recurrence of this event while the dilution line is in service could result in the loss of dilution flow without the Operator's knowledge, since the dilution flow is not instrumented. To date, no credit has been taken for this line in radwaste release, although its flow has been utilized as an additional safety factor.

During the period of cime that the inlet was blocked, the generator CO2 system and portable fire extinguishers were available for fire suppression at Keowee.

The probability of a simultaneous fire at Keowee, loss of the fire suppression water system, and need for Keowee emergency power is considered to be extremely low. Thus, it is considered that this event is of no significance with respect to the health and safety of the public.

Corrective Action

The inlet valve was closed and then reopened allowing the l

foreign material to drift free, thereby restoring service water pressure and the water fire suppression system operability. The Keowee Operator's action of closing and opening the inlet valve reestablished system operability.

Com-pletion of a station modification will provide flow indication and alats on Low Flow in the Oconee Control Riom.

Expected completion date of this pot ion of the modification is January 31, 1983.
