An NRC- identified non- cited violation (
NCV of
10 CFR Part 50, Appendix B, Criterion V was identified for the licensee's failure to use appropriate procedural surveillance criteria to ensure the diesel generator buildings were protected against flood- water up to the design basis flood elevation. The annual door inspection procedure did not contain instructions with appropriate acceptance criteria to determine whether the diesel generator building doors would create a watertight seal when closed. The performance deficiency is more -than -minor because it was associated with the protection against external factors attribute of the
mitigating systems cornerstone and adversely affected the cornerstone objective. A detailed risk evaluation by a regional Senior Risk Analyst (
SRA ) determined the finding was of very low safety significance (Green) . The licensee entered the violation into the corrective action program (
CAP) as CR 1306268. The inspectors determined that the finding had a cross -cutting aspect in the Self -Assessment area of the Problem Identification and Resolution aspect [P.6], because recent self - assessments had not been self -critical of the external flood protection program and practices.
