OF REGULATORY AUDIT IN SUPPORT OF PROPOSED ALTERNATIVE TO CODES AND STANDARDS REQUIREMENTS ASSOCIATED WITH BRONZE TAPE WRAPPED EMERGENCY POWER CABLES (CAC NOS. MF7365, MF7366, AND MF7367; EPID L-2016-LLR-0001)

Dear Mr. Burchfield:

By letter ONS-2016-17 dated February 15, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16062A052), Duke Energy Carolinas, LLC (the licensee) submitted a request to the U.S. Nuclear Regulatory Commission (NRC) for the use of alternatives to portions of Institute of Electrical and Electronic Engineers Standard 279-1971, "Criteria for Protection Systems for Nuclear Power Stations," for specific configurations at the Oconee Nuclear Station (Oconee), Units 1, 2, and 3.

From January 4, 2018, through January 26, 2018, staff from the NRC's Office of Nuclear Reactor Regulation conducted an audit to support its review of the proposed alternatives. The audit plan is available in ADAMS at Accession No. ML18004A012. The audit occurred at the NRC's office in Rockville, Maryland. An NRC technical reviewer assigned to review the licensee's submittal - Mr. Vijay Goel - conducted the audit using an internet-based portal provided by the licensee. The purpose of the audit was to review the licensee's analyses, design specifications, drawings, and other licensee-controlled documentation not available on the docket, to acquire additional understanding about the proposed alternatives and to determine whether additional information was needed to complete the staff's safety evaluation.

The staff will request additional information, as needed, in accordance with NRC Office of Nuclear Reactor Regulation, Office Instruction LIC-101, "License Amendment Review Procedures" (ADAMS Accession No. ML16061A451).
