SUPPLEMENTAL SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF VERMONT YANKEE NUCLEAR POWER STATION

Dear Mr. Balduzzi:

By letter dated January 25, 2006, Entergy Nuclear Operations, Inc. (Entergy), submitted for the U.S. Nuclear Regulatory Commission (NRC) review, an application to renew the Vermont Yankee Nuclear Power Station (VYNPS) operating license for up to an additional 20 years. The license renewal application was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants." The NRC staff developed and published a safety evaluation report (SER) in May 2008. One of the staff's proposed license conditions in that SER required Entergy to perform fatigue analyses on certain components no later than two years prior to entering the period of extended operation. By letters dated January 15, and March 12, 2009, Entergy provided the results of confirmatory environmentally adjusted fatigue cumulative usage factor (CUF en) analyses for the reactor containment spray (CS) nozzle and the reactor pressure vessel recirculation outlet (RO) nozzle at VYNPS.

On the basis of its review, the staff has developed the enclosed Supplement 1 to the SER to document its findings associated with the safety review of the confirmatory CUF en analyses for the CS and RO nozzles at VYNPS. In summary, our review finds your analysis acceptable.
