2 MR. STUYVENBERG: Good afternoon. I would 3 like to take this opportunity to welcome you all to 4 the Nuclear Regulatory Commission's public meeting to 5 receive comments on the Draft Environmental Impact 6 Statement for the proposed License Renewal of the 7 Kewaunee Power Station.

8 My name is Drew Stuyvenberg. And I'm a 9 Project Manager in the Division of License Renewal at 10 the Nuclear Regulatory Commission. You may hear us 11 refer to the Nuclear Regulatory Commission as the NRC 12 this afternoon. We often go by that acronym because 13 it's easier each time than to say Nuclear Regulatory 14 Commission. So, you'll hear that a number of times.

15 The first thing we'd like to do this 16 afternoon is thank the Town of Carlton for allowing us 17 to have this meeting in their town hall here. We 18 appreciate the use of the facility and your 19 hospitality as well. So, thank you very much.

20 The other thing I'd like to do is just 21 talk a little bit about my role today. I'm going to 22 be facilitating this meeting. So, I'll be making sure 23 that the meeting runs smoothly, that we get to hear 24 from the members of the public who are here about 25 NEAL R. 4 Joining me here today are several others 5 members of the Nuclear Regulatory Commission Staff.

6 I'll introduce them in a moment, but the first thing 7 I'd like to do is thank all of you for joining us.

8 We're going to be presenting the 9 preliminary findings that we got in our Draft 10 Environmental Impact Statement which is one of the 11 documents that we make during our Environmental Review 12 of the proposed License Renewal for Kewaunee Power 13 Station that would allow potentially the power plant 14 to operate for an additional 20 years.

15 Dan Doyle is up here with me. Dan Doyle 16 is another Project Manager in the NRC's office, I'm 17 sorry, the Division of License Renewal. He'll be up 18 here in a few minutes specifically to give a 19 presentation about the findings in the Draft 20 Environmental Impact Statement, and tell you more 21 about the Environmental Review.

3 I'd also like to give a little more 4 information about some more of what we'll be doing 5 today in one moment. During this, or I'm sorry, after 6 the question and answer period, we're going to have a 7 period during which we take your comments on the 8 Environmental Review.

9 During that time, NRC Staff are going to 10 be listening to what you all have to say. We won't be 11 specifically responding. We will have our court 12 reporter, Greg Duncan, who's over in the blue vest who 13 will be recording any of the comments we get.

14 We'll be taking those comments back to NRC 15 Staff who will be reviewing those comments and then 16 determining how and whether to make changes to that 17 Environmental Impact Statement based on the comments 18 that we receive from you all. So, those are very 19 important to us in our review process, and we 20 appreciate your time.

21 If you do wish to speak during this 22 afternoon's meeting, please fill out a yellow Comment 23 Card. There are yellow cards back at the table that 24 you saw when you walked in. That's kind of the way we 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

7 That will contain all the comments we've received as 8 well as how the Staff has addressed those comments.

9 If you just wanted to be on the mailing 10 list but don't actually wish to speak, there are also 11 blue cards in back. Put your address on that, and 12 we'll be sure to add you to the mailing list as well.

13 I also want to let you know that today's 14 meetings are not the only opportunities to present 15 comments on the Environmental Impact Statement and the 16 Environmental Review for Kewaunee Power Station. In 17 addition, we have an opportunity to take those via 18 email, and via US Mail through April 23rd.

19 When Dan stands up to give his 20 presentation, he will be able to present those 21 addresses to you so you can supply additional comments 22 if there is something that comes up during the course 23 of the meeting or after the meeting that you'd like to 24 share with us.

3 First, I'd like to introduce Kevin 4 Barclay. Kevin, if you could stand up please?

5 Kevin's in the back of the room.

6 He's one of our Resident Inspectors at 7 Kewaunee Power Station. Our Resident Inspectors are 8 our eyes and ears. They're at the power station on a 9 daily basis, keeping an eye on how things are going, 10 and corresponding with NRC Staff, both in our regional 11 office in Illinois, and also in our headquarter's 12 office in Maryland.

13 So, they are a very important part of 14 NRC's oversight of nuclear power plants. So, Kevin, 15 we're glad you could join us this afternoon.

16 Also today, we have Peter Tam. And Peter, 17 if you could stand up for just a moment? Peter is 18 our, our Project Manager in the Division of Operating 19 Reactor Licensing.

20 Peter handles a lot of day-to-day 21 licensing operations for the power plants. So, he 22 plays an important role in oversight for the power 23 plant as well. And he'll be on hand a resource today, 24 too. 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

3 He's here as kind of a training 4 opportunity to see how a, a public meeting works, and, 5 and, and see how the NRC interacts with the public.

6 So, again, we appreciate everyone's time 7 being here today, and hope this is a useful 8 opportunity.

9 Before we get started, I'd just like to 10 address a few basic ground rules. First of all, we're 11 transcribing this meeting.

12 So, please be sure to speak only at a 13 microphone. So we'll have, when you actually present 14 comments, we'll have you come up to the stand mike.

15 If you have questions during the question period, I'll 16 come to you with a microphone. But, please do wait to 17 speak until we get a microphone in front of you so we 18 can catch it clearly on the transcript.

19 The second piece, please state your name 20 clearly so we can get those items on the transcript as 21 well, so we know who's speaking. And speak only one 22 at a time. I don't think that should be an issue, but 23 at some of the more contentious meetings, sometimes 24 that is. These rules also go for NRC Staff.

3 So, one last note. Restrooms, as most of 4 you probably know, are here on my left down the 5 hallway. Exits are at the back of the room, and also 6 down the hallway on the left.

7 With that, I'm going to turn the meeting 8 over to Dan Doyle. Thank you.

9 MR. DOYLE: Great. Thank you, Drew. My 10 name is Daniel Doyle. I'm the Environmental Project 11 Manager for the License Renewal of Kewaunee Power 12 Station.

13 Greg, does it sound good? Okay, great. I 14 just wanted to double-check that.

15 So, today I'm going to present the 16 preliminary results of the NRC's review of the site-17 specific issues related to the proposed License 18 Renewal of Kewaunee Power Station. I'm going to be as 19 brief as I can be.

20 I hope the information we will provide 21 will help you understand the process we're going 22 through and what we've done thus far, and the role you 23 can plan in helping us make sure that the Final 24 Environmental Impact Statement is accurate and 25 NEAL R. 1 I'll start off with a brief project 2 background, and then move on to presenting the 3 preliminary findings of our Environmental Review which 4 assesses the impact associated with renewing the 5 Operating License for another 20 years.

6 Then I'll provide some information about 7 the schedule, and the remainder of our Review, and how 8 you can submit comments in the future.

9 And finally, the most important part of 10 the meeting is receiving comments that you may have.

11 The NRC was established to regulate 12 civilian uses of nuclear materials including 13 applications that produce electric power.

14 The NRC conducts License Renewal Reviews 15 for plants whose owners wish to operate beyond their 16 initial license period.

17 The NRC License Renewal Review addresses 18 safety issues related to managing the effects of aging 19 and environmental issues related to an additional 20 20 years of operation, as well as any potential major 21 refurbishment activities the plant owner or operator 22 may undertake during or in preparation for an 23 additional 20 years of operation.

24 In all aspects of the NRC's regulation, 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

(202) 234-4433 WASHINGTON, D.C. 20005-3701 www.nealrgross.com 1 1the NRC's mission is threefold: to ensure adequate 1 protection of public health and safety; to promote the 2 common defense and security; and to protect the 3 environment.

4 We're here today to discuss the potential 5 site-specific impacts of License Renewal. The site-6 specific findings are contained in the Draft 7 Supplemental Environmental Impact Statement the NRC 8 Staff published on January 29th of this year.

9 There are three reference copies on the 10 table in the back of the room there. And there's also 11 a stack of CD's that has Adobe PDF versions of the 12 file as well as a lot of other NRC background 13 information reference files. There's a lot of good 14 information on those CD's. So, please feel free to 15 take one of those.

16 The document contains analyses of all 17 applicable site-specific issues as well as a review of 18 issues common to many or all nuclear power plants.

19 Issues for which the Environmental Impacts 20 are the same across some or all nuclear power plant 21 sites are discussed in the Generic Environmental 22 Impact Statement. NRC Staff reviewed these issues to 23 determine whether the conclusions in the Generic 24 Environmental Impact Statement are valid for Kewaunee 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

1 The NRC Staff also reviews the 2 environmental impacts of potential alternatives to 3 License Renewal, in other words, other ways to replace 4 Kewaunee's electrical generation capacity if it were 5 shut down, to determine whether the impacts expected 6 from License Renewal are unreasonable.

7 Before getting into the preliminary 8 environmental findings, I wanted to acknowledge that 9 most of the comments from the scoping period were 10 related to taxes and waste storage.

11 All the comments that were received during 12 the scoping period, whether at the scoping meeting or 13 via mail or email, are included in the Draft 14 Environmental Impact Statement in Appendix A. The 15 page is indicated there, page A3 to A9.

16 Chapter 2 has the discussion of the taxes 17 that were collected by the utility, and briefly 18 discusses how those are distributed.

19 The environmental, this process and the 20 Environmental Impact Statement, is essentially a 21 disclosure tool and includes these because they are 22 related to the continued operation of the plant.

23 However, they are not directly related. They are not 24 within the scope, as we would say, of the 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

(202) 234-4433 WASHINGTON, D.C. 20005-3701 www.nealrgross.com 1 3Environmental Review. So, there's not further 1 evaluation of those comments, but they are included 2 for a disclosure.

3 This slide lists the environmental issues 4 the NRC Staff reviewed for the continued operation of 5 Kewaunee Power Station during the proposed license 6 period.

7 Just to briefly define what the potential 8 impacts mean for each of the areas, a small impact 9 would mean where the environmental effects are not 10 detectable or are so minor that they would neither 11 destabilize nor noticeably alter any important 12 attribute of that resource.

13 A moderate impact would be environmental 14 effects that are sufficient to alter noticeably but 15 not to destabilize important attributes.

16 And a large impact would be where the 17 environmental effects are clearly noticeable and are 18 sufficient to destabilize the resource.

19 The Staff's preliminary conclusion is that 20 all site-specific impacts related to License Renewal 21 are small.

22 I'll just go through each of them briefly.

23 And, if you're interested in more information, we can 24 discuss that after or maybe address it in response to 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

2 For air quality, there are no major 3 facility construction or refurbishments planned to 4 occur during the license renewal period. The issues 5 are addressed generically and determined to be small.

6 For ground water, Kewaunee Power Station 7 withdraws less than 100 gallons per minute of ground 8 water. And its once through a cooling system does not 9 utilize cooling towers or cooling ponds. And there 10 are no Category I or Category II issues.

11 Service water, for example, altered 12 current patterns or discharge of chlorine biocides or 13 sanitary wastes, these issues are all addressed 14 generically and are determined to be small.

15 For aquatic resources, including subjects 16 such as entrainment where aquatic organisms are drawn 17 into the cooling system, or impingement where aquatic 18 organisms are pinned against intake structure screens, 19 or heat shock where aquatic organisms are exposed to a 20 sudden elevation in water temperature, these are all 21 analyzed in Section 4.5 of the Draft Environmental 22 Impact Statement and are determined to be small.

23 Terrestrial resources are addressed 24 generically and the impacts are determined to be 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

(202) 234-4433 WASHINGTON, D.C. 20005-3701 www.nealrgross.com 1 5 small. 1 For human health, generic issues such as 2 noise and radiation exposure were determined to be 3 small. 4 And for electromagnetic field, acute and 5 chronic effects are reviewed in the document and 6 they're determined to be small.

7 Socioeconomics are addressed in Section 8 4.9, such as housing impacts, public services, offsite 9 land use, transportation, historic and archeological 10 resources are also determined to be small.

11 Waste management is addressed in Chapter 6 12 and the impacts there were also determined to be 13 small. 14 When reviewing the potential impacts of 15 License Renewal on the environment, the NRC Staff also 16 looks at the effects on the environment from other 17 past, present, or reasonably foreseeable future of 18 human actions.

19 The NRC Staff preliminarily concluded that 20 there are moderate Cumulative Impacts on aquatic 21 resources due to factors like water quality issues and 22 native aquatic community destabilization due to 23 invasive species introductions.

(202) 234-4433 WASHINGTON, D.C. 20005-3701 www.nealrgross.com 1 6 considered the preliminary conclusions are that 1 Cumulative Impacts are small.

2 A major step in determining whether 3 License Renewal is reasonable or not is comparing the 4 likely impacts of License Renewal with the 5 alternatives, including other methods of power 6 generation or not renewing the Kewaunee Power Station 7 operating license.

8 In the Draft Supplement, the NRC Staff 9 considered natural gas combined cycle generation, 10 super critical coal-fired generation, and, as a part 11 of a combinational alternative, 12 conservation/efficiency, wood-fired generation, and 13 wind power.

14 Finally, the NRC Staff considered what 15 would happen if no action is taken and Kewaunee Power 16 Station shuts down at the end of its current license 17 without a specific replacement alternative.

18 The Staff found that impacts from energy 19 alternatives would vary widely based on the 20 characteristics of the alternatives. In most cases, 21 construction of new facilities created significant 22 impacts. And that's discussed in detail in the 23 document.

24 Based on our review of likely 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1323 RHODE ISLAND AVE., N.W.

(202) 234-4433 WASHINGTON, D.C. 20005-3701 www.nealrgross.com 1 7environmental impacts, from License Renewal as well as 1 potential environmental impacts of alternatives to 2 License Renewal, the Staff's preliminary 3 recommendation in the Draft Supplemental Environmental 4 Impact Statement is that the environmental impacts of 5 License Renewal for Kewaunee Power Station are not so 6 great that License Renewal would be unreasonable, 7 which is some pretty serious legalese, but is 8 basically just saying that License Renewal is 9 acceptable, would be acceptable from an environmental 10 standpoint.

11 The Environmental Review, however, is not 12 yet completed. Your comments today and all written 13 comments received by the end of the comment period on 14 April 23rd will be considered by NRC Staff as we 15 develop the final SEIS which we plan to issue this 16 summer.

17 The final SEIS will contain the Staff's 18 final recommendation of the acceptability of License 19 Renewal based on the work we've already performed and 20 the input we receive in the form of comments during 21 the comment period. Your comments can help change the 22 Staff's finding in the final SEIS.

7 NRC Staff will address written comments in 8 the same way we address spoken comments received 9 today. To submit written comments, you may send them 10 to the NRC via email or conventional mail to this 11 address listed here and in your handout. If you have 12 written comments this afternoon, you may give them to 13 any NRC Staff member.

14 That concludes my remarks. And I will now 15 turn the meeting back over to Drew.

16 MR. STUYVENBERG: Thank you, Dan. What we 17 want to do next is go into a brief question and answer 18 period, just to give everyone an opportunity to ask 19 any clarifying questions that they might have about 20 Dan's presentation or about the NRC review process 21 before we go into the formal comment period for this 22 afternoon.
