ASSESSMENT FOLLOWUP LETTER - CALLAWAY PLANT

Dear Mr. Heflin:

On May 3, 2010, the NRC staff completed a quarterly review of Callaway Plant. The assessment evaluated the performance indicators and inspection results for the first quarter of calendar year 2010. The purpose of this letter is to inform you of your safety performance during this period and our plans for future inspections at your facility. This letter supplements, but does not supersede, our annual assessment letter issued on March 3, 2010.

Overall, Callaway operated in a manner that preserved the public's health and safety and fully met the cornerstone objectives. Our review identified that you have crossed the threshold from Green to White for the Mitigating Systems Performance Index - Emergency AC Power performance indicator. On March 30, 2010, the Train A emergency diesel generator tripped unexpectedly during a planned 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> surveillance run due to a lack of lubrication to the governor drive splined sleeve connection that resulted in a loss of hydraulic oil pressure in the engine's governor. Combining this run failure with a previous run failure in December 2008 resulting from a leaking gasket in the emergency diesel jacket cooling water system has resulted in the Mitigating Systems Performance Index - Emergency AC Power performance indicator White.

As a result, we have assessed Callaway Plant performance to be in the Regulatory Response

column of the NRC's Action Matrix. Therefore we plan to conduct a supplemental inspection using Inspection Procedure 95001, "Inspection for One or Two White Inputs In a Strategic Performance Area," during the current assessment cycle. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRC's document system (ADAMS).
