REQUEST FOR A SECTION 106 REVIEW UNDER THE NATIONAL HISTORIC PRESERVATION ACT FOR THE U.S. GEOLOGICAL SURVEY TRIGA REACTOR IN LAKEWOOD, COLORADO

Dear Mr. Nichols:

The U.S. Nuclear Regulatory Commi ssion is considering issuance of a renewed Facility Operating License No. R-113, which would authorize continued operation of the U.S.

Department of the Interior Geological Survey TRIGA Reactor (GSTR). GSTR is a 1 MegaWatt (thermal) research reactor located in Lakewood, Jefferson County, Colorado. The proposed action would renew Facility Oper ating License No. R-113 for a period of 20 years from the date of issuance of the renewed license.

The GSTR is located within the Nuclear Science Building, Building 15, located on the Denver Federal Center, northwest of downtown Lakewood, Colorado, approximately 4 miles south of Interstate 70 and 10 miles west of downtown Denver. Building 15 is the only building on a square area of land bordered on the north by North Center Avenue, on the east by First Street, on the south by South Center Avenue, and on the west by Second Street. The latitude and longitude of the GSTR is 39 o43.3'N, 105 o6.9'W. Building 15 was initially constructed in 1966, with the construction permit for the GSTR issued in October 1967. Operating license R-113 for the GSTR was issued and reactor operation began in February 1969,

The proposed action would allow the GSTR to continue operating as it has been for the past 42 years. The licensee has not requested any changes to the facility design or operat ing conditions as part of this renewal request, and the proposed action will not result in any other change to use of facilities at the Denv er Federal Center. The proposed action w ill not increase the probability or consequences of acci dents. No changes are being made in the types of effluents that may be released off site. There should be no increase in occupational or public radiation exposure. Therefore, renewal of the license should not change the environmental impact of facility operation.

The National Historic Preservation Act requires federal agencies to consider the effects of their undertakings on historic properties. The National Register of Historic Places lists eleven historical sites in the Lakewood, Colorado area. None of the sites are closer than 0.5 miles to the GSTR. Given the distance between the facility and the histor ic sites, cont inued operation of the GSTR will not impact any historical sites. Based on this information, the NRC finds that the potential impacts of license renewal would have no adverse effect on historic and archaeological resources.
