NRC-2013-0283-DRAFT-0003 Comment on FR Doc # 2013-31317 Submitter Information Name: William Kran Address: 2218 Hennesen Drive Clearwater, FL, 33764 Email: wkran3@tampabay.rr.com General Comment How is it reasonable that our Florida Power Company totally destroyed the Crystal River Nuclear power facilities and then, by Duke Power gaining control, that Duke Power assumes responsibility for the economic results to repair or decommission the Crystal River facilities and then expect the customers to pay for the decommissioning costs? In what commercial enterprise can a company make such huge economic mistakes, that are really criminal negligence, and then allowing Duke Power to make a profit. If Duke Power will not step up and resume responsibility, after acquiring Florida Power and their failures, and the Nuclear Regulatory Commission bowing to Duke Power proposals then we the people must assume that there must be some under the table negotiations between Duke Power and the NRC that are happening.

PLEASE be OPEN and HONEST and tell us why the NRC thinks the Duke Power proposals to charge customers for repairs, maintenance and construction related to the Crystal River Nuclear power plant decommissioning amounting to $1.466 billion while making a profit on this effort as well.Asking for HELP, William C.
