We furthermore request that the NRC direct Progress Energy to initiate procedures for decomissioning CR-3 when the facility's current license expires.

At the very least, the license renewal process for CR-3 must be suspended until all repairs to the facility have been completed and a final safety analysis has been conducted. It is irresponsible for Progress Energy and the NRC to proceed with this application for a 20-year license extension, for a nuclear reactor that will be under repair until at least 2014.

We will not comment further on the content of the document titled NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Crystal River Unit 3 Nuclear Generating Plant (NUREG-1437, Supplement 44) Draft Report for Comment" because we strongly object to this proceeding and do not choose to lend legitimacy to it.

The Nuclear Regulatory Commission's responsibility is to protect public health and safety, not to protect the profits of private utility corporations. Progress Energy should be told that this aging and damaged nuclear reactor facility will not be considered for license renewal.

If decommissioning does not occur upon expiration of the facility's current license, there should be no consideration of a license renewal application until the facility is fully repaired and operational, and until it has been fully evaluated for safety.

In summary, the GPF requests that the NRC suspend the license renewal process for Crystal River Unit 3 Nuclear Generating Plant and direct Progress Energy to begin preparing a schedule for decommissioning this nuclear plant.
