SERVINGPEOPLE(2)Snubbersarerequiredtoperformtheirsafetyfunctionduringaseismicevent.TheSt.Luciesiteislocatedinaregionofinfrequent andminorseismicactivity.

Thefollowing istakenfromSection2.4.2.1oftheFSARconcerning "Seismicity":

(3)Thestartuptestprogramaswellasadditional programscarriedouttoestablish compliance withI8EBulletin79-14haveinsuredproperdesign,installation, andoperation ofallsnubbers.

Thefollowing stepshavebeentakentoinsurethatsnubberswillperformtheirsafetyfunction:

a)Theyweretestedatthefactory.b)Uponreceiptatthesite,theywereexercised toverifytherearenofrozenparts.c)Thesnubberswereexercised justpriortoinstallation.

d)CorrectinstallationwasverifiedbySitegualityControlinspectors e)DuringHotFunctional Testing,athermalexpansion monitoring progranverifiedthatallsnubbersmovedproperlyandhadthecorrectcoldandhotloadsettings.f)FPL'svibration monitoring progranidentified allareasofhighvibration andnoneoftheareasidentified involvedsnubbers.

g)FPL'sIEB79-14progranassuredthatallhangersarecorrectly designedfortheas-builtsystem.(3)Unitshutdownsolelytoperformthisinspection wouldplaceanunwarranted financialburdenonFPL'scustomers.

Theproposedamendment isdescribed belowandshownontheaccompanying technical specification Page3/47-21.Technical Specification 4.7.9(b)ischangedtopostponevisualinspection ofthetwocontainment spraysnubberslistedinTable3.7-3bthatareinaccessible duringnormalplantoperation untilthefirstrefueling.
