ProposedGenericCommunication; BoraflexDegradation inSpentFuelPoolStorageRacks60FR56359RuetformmenrrGiIrgl,Af-IAOnNovember8,1995,theNuclearRegulatory Commission (NRC)published forpqbTiccomment,"Proposed GenericCommunication; BoraflexDegradation inSpentFuelPoolStorageRacks."Thesecommentsaresubmitted onbehalfofFloridaPower&Light(FPL),licensedoperatoroftwonuclearpowerplantunitsinDadeCounty,FloridaandtwounifsinSt.LucieCounty,Florida.FPLnotesthattheEPRIstudiesreportedinthedraftgenericletterweredocumented in1993,andfurtherinvestigations areongoing.Specifically, EPRIreportTR-103300 thatstatesthattheaccessofwatertoandaroundBoraflexpanelsisperhapsthemostsignificant factorinfluencing therateofSilicadissolution fromBoraflex.

Inthe"Requested Information" sectionofthedraft,theNRCrequestslicensees toprovideadescription ofthephysicalcondition oftheBoraflex, including anydeterioration, onthebasisofcurrent,aswellas,futureprojected accumulated gammaexposureandpossiblewateringresstotheBoraflex.

FPLcontendsthatBlackness TestsandtrendingofSilicalevelsinthespentfuelpool(SFP)coolantissufficient tomonitortheperformance ofBoraflexintheSFPs.Itisnotnecessary, noristheinformation available, toprojectfuturedegradation basedontheaccessofwatertoandaroundtheBoraflex.

TheNRCstaffrecognizes inthedraftgenericletterthatthepresenceofboratedwaterinpressurized waterreactor(PWR)SFPscontribute tothemarginonsubcriticality.

However,thestaffindicates thatlicensees willberequested toprovideinformation onmaintaining margininunborated water.Webelievethatsucharequestisinconsistent withthestatedbenefitofboratedwater,particularly forPWRs.WenotethattheWestinghouse OwnersGroup(WOG)hassubmitted atopicalreporttothestaffinanefforttocreditboroninsolutionforcriticality controlinPWRs.InlightoftheWOGeffort,weurgethestafftoreconsider thisinformation requesttoaccountforactualplantconditions.
