Theproposedamendments donotinvolveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated duetothefollowing reasons:a)Theseproposedchangesareallconsistent withNRCrequirements andguidanceforimplementation of10CFR50,AppendixZOptionB,exceptfortheuseofBechtelTopicalReport.BN-TOP-1fortypeAtesting.BN-TOP-1hasbeenpreviously approvedforuseinaccordance with10CFR50Appendix'.

b)BasedonindustryandNRCevaluations performed insupportofdeveloping OptionB,thesechangespotentially resultinaminorincreaseintheconsequences ofanaccidentpreviously evaluated duetotheincreased testingintervals.

However,theproposedchangesdonotresultinanincreaseinthecoredamagefrequency sincethecontainment systemisusedformitigation purposesonly.

Operation ofthefacilityinaccordance withtheproposedamendments wouldnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated.

Theuseofthemodifiedspecifications cannotcreatethepossibility ofanewordifferent kindofaccidentfromanypreviously evaluated sincetheproposedamendments willnotchangethephysicalplantorthemodesofplantoperation definedinthefacilityoperating license.Nonewfailuremodeisintroduced duetotheimplementation ofaperformance-based programforcontainment leakageratetesting,sincetheproposedchangesdonotinvolvetheadditionormodification ofequipment, nordotheyalterthedesignoroperation ofaffectedplantsystems,structures, orcomponents.

Operation ofthefacilityinaccordance withtheproposedamendments wouldnotinvolveasignificant reduction inamarginofsafety.Theoperating limitsandfunctional capabilities oftheaffectedsystems,structures, andcomponents arebasically unchanged bytheproposedamendments.

Theincreaseinintervals betweenleak-test surveillances willnotsignificantly reducethemarginofsafetyasshownbyfindingsinNUREG1493,"Performance-Based Containment Leak-TestProgram",

whichwasbasedonimplementation oftheperformance-based testingofOptionB.Therefore thesechangesdonotinvolveasignificant reduction inthemarginofsafety.
