Duringthetest,thesystemwassetuptoprovidetheproperflowsplitbetweeninjection points,andbothpumpshadanacceptable leveloftotalflowtosatisfytheminimumflowrequirements.

Furtheradjustment ofthethrottlevalvesinthepipingconfiguration toallowtheEastpumptomeetthemaximumflowrequirement willinfringeupontheminimumflowrequirement fortheWestpump~Inordertoalleviate thissituation, itwouldtherefore requirephysicalreworkandretesting oftheEastpumptoloweritsperformance totheextentthatmaximumflowcamewithinT/S.Suchreworkandretesting isestimated todelaytheUnit1startupbytwoweeksorlonger.Therefore, onthebasisoftheneedforpowerandtheplantbeingsubjected toanunnecessarily longshutdown, werequestatechnical specification changetoallowustooperateinour"astestedcondition".

Theactualtechnical specification changerequestisincludedasAttachment, 1tothisletter.Thebjsisforthatchangeisdiscussed inAttachment, 2.Basedonourreview,wehaveconcluded thatthischangewouldnotresultinanincreasetotheprobability orconsequences ofapreviously-analysed

accident, doesnot,reduceasafetymargin,andisclearlywithinallacceptable criteriawithrespecttothecomponent.

Sinceourconclusions areconsistent withthatpublished undertheexamplescitedonpage14870ofVol.48,No.67oftheFederalRegister, itistherefore ourbeliefthatourproposedchangewillnotconstitute Significant HazardsConsiderations asdefinedin10CFR50.92.ThisproposedchangetoTechnical Specification hasbeenreviewedandapprovedbythePlantNuclearSafetyReviewCommittee andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee atitsnextmeeting.Asrequiredby10CFR50.91(b)(1),

acopyofthisapplication foralicenseamendment isbeingtransmitted totheappropriate officialoftheStateofMichigan.

AEPSCinterprets 10CFR170.22asrequiring thataClassIIIAmendment Feebepaidforthechange.Acheckintheamountof$4000willbetransmitted toyouinafutureletter.
