Theinformation noticereferenced Regulatory Guide1.137(FuelOilSystemsforStandbyDieselGenerators) forguidanceincalculating theminimumrequiredvolume.ANSIN195-1976, whichisreferenced byRegulatory Guide1.137,requiresthatsufficient on-siteoilstoragebeprovidedtooperatetherequirednumberofdieselgenerators foreithersevendaysorforthetimerequiredtoreplenish theoilfromsourcesoutsidetheplantsitefollowing adesignbasiseventoraccidentwithoutinterrupting theoperation ofthediesels,whichever islonger.Regulatory Guide1.137andANSIN195-1976 providetwomethodsforcalculating fueloilstoragerequirements, Thefirstalternative accountsforthevariation ofloadsplacedonthedieselgenerator duringtheseven-day period(i.e.,theloadhistory).

Ifthisalternative ischosen,amarginof10%mustbeaddedtothecalculated storagerequirement.

Inthesecondalternative, whichistherecommended one,itisconservatively assumedthatthedieseloperatescontinuously forsevendaysatitsratedcapacity.

AttheCookNuclearPlant,wehaveemployedthesecondalternative indetermining ourrequiredminimumvolumeforthefuelstoragetanks'hecalculations arebasedonsevendaysofoperation, sincewebelievethistobethemorelimitingoftherequirements fortheCookNuclearPlant.ReasonsForChaneAsperInformation Notice89-50,wehaverecentlyupdatedourcalculation fordetermining fueloilstoragerequirements.

Inourcalculations weusedthesecond(recommended) alternative ofRegulatory Guide1.137,i.e.,weassumedthedieselisoperatedatratedcapacityforsevendays.Ourcalculations showedthatthe ATTACHMENT 1TOAEP:NRC:0896K Page2seven-day consumption ratewas43,240gallons.ThisvalueisslightlyabovethecurrentT/S-required minimumvolumewhichwasbasedonourearliercalculations, Weareproposing toincreasetherequiredminimumvolumeto46,000gallonsandtoclarifythatthisisan"indicated" volume.Thephysicalcharacteristics ofthetankaresuchthatnotallofthevolumeofthetankisaccessible.

Thebottomoftheoutletpipeislocatedapproximately sixinchesfromthebottomofthetank.Additionally, thetanksareinstalled withaslightdownwardslope.Onemethodofdetermining tankvolumeiswithadepthstick,whichisinsertedtowardsthedeependofthetank.Thedifference betweentheminimumcalculated fuelthatisnecessary forsevendaysoperation andourproposedT/Sminimumindicated quantityof46,000gallonsprovidesamplemargintoaccountforthesetankcharacteristics.

ItisnotedthateventhoughtheT/Srequirement wasslightlynon-conservative withrespecttothecalculated seven-day requirements, weprocedurally requirethatatleast46,000gallonsoffueloilbemaintained inthetanks.Historically, wehavemaintained thetankvolumeabove50,000gallons.Ourpracticehasbeento"topoff"thetankswhenevertheyreachapproximately 50,000gallons'ustification ForChaneTheproposedminimumindicated tankvolumeof46,000gallonsisconservative withrespecttoourcurrentcalculations andismorerestrictive thanourcurrentT/Srequirement of42,000gallons.AnalsisofSinificantHazardsPer10CFR50.92,aproposedamendment willnotinvolveasignificant hazardsconsideration iftheproposedamendment doesnot:1)Involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated, 2)Createthepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously analyzedorevaluated, or3)Involveasignificant reduction inamarginofsafety.

ATTACHMENT 1TOAEP:NRC:0896K Page3Criterion 1Thebasisfordetermining fueloilstoragerequirements isdefinedinANSIN195-1976 andRegulatory Guide1.137.SinceourproposedT/Svalueisconservative withrespecttoourcalculations performed inaccordance withthesedocuments andismorerestrictive thanourcurrentT/Svalue,thisproposedchangewillnotsignificantly increasetheprobability orconsequences ofapreviously analyzedaccident, norwillitinvolveareduction inamarginofsafety.Criterion 2Thisproposedchangewillrequiretheplanttobeoperatedundermorerestrictive conditions thancurrently required.

Therefore, thechangeshouldnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously analyzedorevaluated.

Criterion 3SeeCriterion 1above.Lastly,wenotethattheCommission hasprovidedguidanceconcerning thedetermination ofsignificant hazardsbyproviding certainexamples(48FR14870)ofamendments considered notlikelytoinvolvesignificant hazardsconsideration, Thesecondoftheseexamplesreferstochangeswhichconstitute additional limitations, restrictions, orcontrolsnotpresently includedintheT/Ss.Asdescribed above,thischangeismorerestrictive innaturethanthepresentT/S.Therefore, webelievetheexamplecitedisapplicable andthatthechangeshouldnotinvolvesignificant hazardsconsideration.
