',H Attachment 1toAEP:NRC:1182 Page2allow+18stepsmisalignment willreducetheusageofthefluxmappingsystem.Heavyuseofthefluxmappingsystemmayrequiremoremaintenance workandmaybeanALARAconcern.Furthermore, powertransients (shutdowns) havebeeninitiated asrequiredbytheT/Sswhichwereunnecessary.

Powermaneuvers andfullpoweroperation havealsobeenlimitedduetoARPIindication.

Itshouldbenotedthatifmisaligned rodsaredetected(viachangesinPower,QuadrantTiltorFluxMap)theyarerealigned usingestablished procedures.

Justification fortheChanePowerdistribution calculations withrodmisalignments of18steps(18stepsindicated

Doesnotinvolveasignificant increaseintheprobability orconsequences ofanaccidentpreviously

analyzed, 2.Doesnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously analyzedorevaluated, or3.Doesnotinvolveasignificant reduction inamarginofsafety.Criteria1and3AsseeninAttachment 4,sufficient marginexistsinpowerdistribution at85%RTPtoallowforincreased misalignment.

At100%RTP,increased misalignment isallowedonlyifthereisadequatemargininthepeakingfactors. Therefore, initialconditions remainunchanged fromthatassumedinthesafetyanalyses.

Asfarast'edroppedrodandrodejectionaccidents areconcerned, theanalyseswereperformed withconservative assumptions toenvelopetheincreased misalignment.

Itshouldbenotedthatthepowerdependent insertion limitforUnit1willbechangedinaconservative manneratthebeginning ofcycle14.Basedonthese Attachment 1toAEP:NRC:1182 Page3analyses, itisconcluded thattheproposedT/Schangesdonotsignificantly increasetheprobability orconsequences ofapreviously analyzedaccidentorconstitute asignificant reduction inthemarginofsafety.Criterion 2TheproposedT/Schangeswillnotresultinphysicalchangestotheplant.Therefore, webelievethattheproposedT/Schangeswillnotcreatethepossibility ofanewordifferent kindofaccidentfromanypreviously evaluated.

Also,operation ofthereactorwithpossibledeeperrodinsertion willnotcreatethepossibility ofanewordifferent kindofaccident.

Lastly, wenotethattheCommission hasprovidedguidanceconcerning thedetermination ofsignificant hazardsbyproviding certainexamples(48FR14870)ofamendments considered notlikelytoinvolvesignificant hazardsconsideration.

Thesixthoftheseexamplesreferstochangeswhichmayresultinsomeincreaseintheprobability ofoccurrence orintheconsequences ofapreviously analyzedaccident, buttheresultsofwhicharewithinlimitsestablished asacceptable.

Therefore, webelievetheexamplecitedisapplicable andthattheproposedT/Schangesdonotinvolveasignificant hazardsconsideration asdefinedin10CFR50.92.
