Attachment No.2tothislettercontainstherevisedT/Spages.Webelievethattheproposedchangeswillnotresultin(1)asignificant changeinthetypesofeffluents orasignificant increaseintheamountsofanyeffluents thatmaybereleasedoffsite,and(2)asignificant increaseinindividual orcumulative occupational radiation exposure.

andapHof9.0to9.5at25C."Literalcompliance withthecurrentTechnical Specification couldresultinanimpropermeasurement oftheboronconcentration duetotheambiguity ofthelanguageused.Thischangeremovesthisambiguity bydirectlystatingthatitistheboron,notthesodiumborateconcentration thatistobemeasured.Xnaddition, atemperatur eatwhichthepHoftheboronsolutionistobemeasuredisspecified tobe25C.This0changewillnotsignificantly affecteithertheboronconcentration orthepHmeasurement.

Thisspecification willmakereportigofpHvaluesconsistent withtheindustrypracticeofreporting valuesat25C.Thischangeisprimarily administrative innatureandthus,doesnotconstitute asignificant hazardsconsideration asdefinedby10CFR50.92.Thesecondproposedchangeistoshortenthesurveillance intervalfrom12to9monthsinUnitNo.1T/S4.6.5.1.b.ThischangemakestheUnit1T/Sidentical totherespective Unit2T/S.Thisproposedchangeconstitutes amorerestrictive operating requirement, andthereforedoesnotinvolveasignificant hazardsconsideration asdefinedby10CFR50.92.ThethirdproposedchangeistorewriteT/S4.6.5.1.b.1forbothUnitNos.1and2toreadasfollows:"Chemical analyseswhichverifythatatleast9representative samplesofstoredicehaveaboronconcentration ofatleast1800ppm{theboronbeingintheformofsodiumtetraborate),

andapHof9.0to9.5at25C."Thisproposedchangeisconsistent withthefirstproposedchangeandisprimarily administrative innature.Therefore, thisproposedchangedoesnotconstitute asignificant hazardsconsideration asdefinedby10CFR50.92.ThefourthproposedchangeistoT/S4.6.5.1.b.2,forUnit1onpage3/46-27.Specifically, weareproposing thattheicecondenser besubdivided intothreegroupsofbasketsasfollows:"Group1-bays1through8,Group2>>bays9through16,andGroup3-bays17through24,"insteadof"Group1-bays1through7,Group2-bays8through14,andGroup3-bays15through24."ThischangewillmaketheUnitNos.1and2T/Sidentical, andwillmaketheT/SclosertotheSTSforWestinghouse Pressurized WaterReactors(NUREG-0452, Revision4).Therationale fortheinitialgroupings inUnitNo.1T/Swascloselytiedtotheinitialiceweighings.

Theiceweighings whichimmediately followedtheinitialiceloadingsindicated distinctdifferences intheiceweightsasafunctionofthedifferenticeloadingtechniques.

Therefore, the24bayswereoriginally dividedintothreegroupsonthebasisoftheiroriginalweights.Therehavesincebeenseveralreplenishments oficeinindividual baskets.Subsequent reweighings haveindicated thattheinitialdistinctdifferences intheiceweightsbetweengroupssuchasthoseseenaftertheinitialweighings havebeeneliminated.

Forthesereasons,regrouping thebasketsasproposedwillnotsignificantly affectpublichealthandsafety.Webelieveacceptable operation, intheproposedmanner,hasbeendemonstratedbycompliance withtheidentical andcurrentlyapprovedUnit2T/S.Therefore, thischangedoesnotinvolveasignificant hazardsconsideration asdefinedby10CFR50.92.

Specifically, wearerequesting thatACTIONStatement a.3.(c)bechangedtoread"3OPERABLEref>igerantunits"insteadof~3OPERABLE25tonrefrigeration chillers."

ThisproposedchangewillalsomaketheUnitNO.1T/SthesameastheSTSforWestinghouse Pressurized WaterReactors(NUREG-0452, Revision4).Thischangeisadministrative innature,andthereforedoesnotinvolveasignificant hazardsconsideration asdefinedby10CFR50.92.Thesixthproposedchangeistothesurveillance requirements fortheicecondenser inletdoors,UnitNo.1T/S4.6.5.3.1.

Weproposethattheoperability ofthedoorsbedemonstrated atleastonceper9monthsbytorquetesting50$ofthedoorsinsteadofatleastonceper6monthswith25$ofthedoorsbeingtorquetested.Thischangewouldallowustodemonstrate theoperability ofalldoorsintheshorterperiodofonerefueling cycle(i.e.,approximately 18months).Inaddition, thischangewillmaketheintervalforthetorquetestingofthedoorsconsistent withtheproposedicebasketweighingsurveillance requirements (i.e.,atleastonceper9months).Webelievetheproposedchangeisconservative sincethetotalnumberofdoorswouldbetestedoverashortertimeperiod.ThesechangeswouldmaketheUnitNo.1T/Sidentical totherespective UnitNo.2T/S.Therefore thischangedoesnotinvolveasignificant hazardsconsideration asdefinedby10CFR50.92.Theseventhproposedchangeconcernseditorial changestotheUnit1Technical Specifications pages3/46-30through3/46-32.Thesechangeswoulddeleteobsoletestatements, clarifyanotherstatement, andmaketheUnit1T/Sidentical totherespective Unit2T/S.Weproposethatthefollowing wordsberemovedfromT/S's4.6.5.3.1(b)and4.6.5.3.2(b):

"atleastonceper3monthsduringthefirstyearaftertheicebedisfullyloaded"and"thereafter."

WeproposeT/S4.6.5.3.2(a) beclarified toread"thatopeningofeachdoorisnotimpairedbyice,frostordebris"insteadof"freeoffrostaccumulation."

Finally,weproposethatT/S4.6.5.3.3 berevisedtorequirethesurveillance oftheTopDeckDoors"onceper92days"insteadof"onceper3months."Thesechangesareadministrative innature,andtherefore, donotinvolveasignificant hazardsconsiderationasdefinedby10CFR50.92.TheeighthproposedchangeistorewritethefirstsentenceofTechnical Specification 4.6.5.1.b.3 forbothUnits1and2toreadasfollows:Verifying,,

byavisualinspection ofatleasttwoflowpassagespericecondenser bay,thattheaccumulation offrostoriceonflowpassagesbetweenicebaskets,pastlatticeframes,throughtheintermediate andtopdeckfloorgrating,orpastthelowerinletplenumsupportstructures andturningvanesisrestricted toanominalthickness, of3/8inches.Ifoneflowpassageperbayisfoundtohaveanaccumulation offrostoricegreaterthanthisthickness, arepresentative sampleof20additional flowpassagesfromthesamebayshallbevisuallyinspected.

Thischangemodifiesthelimitingicethickness from0.38inchestoanominal3/8inches.Thischangeisbeingdonebecausetheinherentnatureofavisualinspection isnotintendedtoprovideaccuracytotwodecimalplacesasthecurrentTechnical Specification indicates.

Thischangeisconsidered primarily administrative innatureandthus,doesnotconstitute asignificant hazardsconsideration asdefinedby10CFR50.92.
