Procedural detailscontained inthecurrentradiological effluents T/Sshavebeenrelocated toeithertheOffsiteDoseCalculation Manual(ODCM)ortheProcessControl'Program (PCP),asapplicable.

Proposedrevisions totheODCMandPCPhavebeenpreparedinaccordance withtheproposedchangestotheadministrative controlssectionoftheT/Sssothattheymaybeimplemented immediately uponissuanceoftheproposedamendment.

WebelievetheproposedchangestotheT/Ssmeettheregulatory requirements forradioactive effluents andradiological environmental monitoring, andprovidealine-item improvement oftheT/Ssconsistent withthegoalsoftheCommission's InterimPolicyStatement onTechnical Specification Improvements specified, inGL89-01.Therefore, webelievethattheproposedT/SschangescanbereviewedandapprovedbytheDonaldC.CookNuclearPlantProjectManager.-'8000)ThereasonfortheproposedchangesistocomplywithGL89-01.Webelievethattheproposedchangeswillnotresultin(1)asignificant changeinthetypesofeffluents orasignificant increaseintheamountofanyeffluents thatmaybereleasedoffsite,or(2)asignificant increaseinindividual orcumulative occupational radiation exposure.

TheODCMequivalent T/Slimitingcondition foroperation andapplicability constraints alsoremainthesame.TheODCMactionstatement forturbineroomsumpreleasesreplacestheactionofrestoring theconcentration withinthelimits,toperforming adoseprojection.

2~MoveT/STable3/12-1toODCMAttachment 3.19andupdatethetablebyincluding thesixnewgoundmonitoring wellsinthetable.JUSTIFICATION FORTHEPROPOSEDTSCHANGEThechangetotheT/S3.11.1onliquideffluentconcentrations wasmadeto.exclusively identifythereleasesfromtheturbineroomsump.Thereleasesfromtheturbineroomsumpwillbehandledseparately fromtheotherliquideffluentreleases.

Releasesfromtheturbineroomsumpwillberegulated bysection4.2.3.2oftheODCM.TheexistingT/Scallsfortheimmediate restoration oftheconcentration towithinthelimitsof10CFR20,AppendixBgTableII,Column2,ifthoselimitsareexceeded.

Essentially, thismeansthateitherthereleasemustbeterminated ordilutionflowmustbeadded.Neitheroftheseoperations canbeaccomplished withthedischarge throughtheturbineroomsump.Therefore, theT/Swaschangedtoreflecttheactionthatwouldbetakenifalimitwasexceeded.

Administrative controlsareinplace,viacontrolled procedures, toensuretheradioisotope concentrations remainwithinthelimitsof10CFR20duringreleases.

Ouroperating historyofthisreleasepointprovidesassurance thattheadministrative controlswillbeeffective inmaintaining releaseswithinthelimits.

Attachment 1toAEP:NRC:1093 Page2Duringthepreparation ofthissubmittal, sixnewgroundmonitoring wellswereaddedtotheRadiological Environmental Monitoring Program.ThecurrentT/Ssrequirethatsevenwellsbetestedforgammaisotopesandtritiumonaquarterly basis.Theaddition, ofthesixnewwellsbringsthetotalnumberofsamplingstationsto13thatarebeingtestedforgammaisotopesandtritium.Thischangeisconsidered tobeconservative.

Thechangesmerelyproposetoupdateourmethodsofimplementing theT/Swithourcurrentpractices.

Thus,theproposedchangedoesnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated.
