Thisletteranditsattachmentsconstitutearevisiontoourapplication(AEP:NRC:0860,datedMarch1,1984)foramendmenttotheDonaldC.CookNuclearPlantUnitNo.2AppendixATechnicalSpecifications(T/S).ThisproposedrevisionisinresponsetoconcernsraisedbytheNRCduringthereviewofourproposedUnit2Cycle5reloadlicenseapplication.Specifically,theproposedchangereflectsanadditionallimitationonthenuclearenthalpyrisehotchannelfactor(FI"),duetothenewLOCA/ECCSbHanalysis.TheanalysiswasperformedinsupportoftheCycle5reloadasaresultofyourstaff'sreview.Attachment1tothisletterprovidestheresultsandbasesofthenewLOCA/ECCSanalysisasitrelatestoF><.Theanalysiswasperformedbyourfuelsvendor(ExxonNuclear,Co.).TheresultsofthisanalysiswerenotavailabletousuntilMay18,1984.WemetwithyourstaffonMay18,1984inanopenmeetingtodiscusstheresultsofthenewanalysisandoursuggestedT/Schanges.WehaverevisedtheproposedT/SbasedontheNRC'scomments.DuetothefactthatourUnit2startup(i.e.,entryintoMODE4)iscurrentlyscheduledforJune10,1984andthatwe,wereonlyabletoverifytheneedfortheproposedchangeveryrecently,werequestthatthetimefornoticeandpublicationintheFederalRegisterbeshortenedonschedulecommensuratewithourscheduledreloadstartupdate;Basedonourreview,theproposedchangetothetechnicalspecificationisbasedonanalyticalmethodswhichweweretoldwerefoundacceptabletotheNRC.Inaddition,theresultsoftheanalysisarewithinallacceptancecriteriawithrespecttotheECCS.Therefore,webelievetheproposedchangedoesnotinvolveasignificanthazardsconsiderationasdefinedin10CFR50.92.Inaddition,sincetheproposedT/Skeepstheplantwithinalldesignbases,thechangewillnotadverselyimpacttheenvironment.':.8405290295840521,'PDRADOCK05000316.sp;PDR CpPgIII Mr.HaroldR.DenAEP:NRC:0860KAttachment2tothislettercontainstheproposedrevisedT/Spages.Thechangesareindicatedbyverticalbarsdrawnontherighthandmarginofthepage.TheproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommitteeandwillbereviewedbytheNuclearSafetyandDesignReviewCommitteeatitsnextmeeting.Pursuanttotherequirementof10CFR50.91(b)(1),acopyofthisletteranditsattachmentshavebeentransmittedtotheStateofMichigan.Inaddition,commensuratewithourrequestforshorteningtheperiodfornoticeandpublicationintheFederalRegister,wenotifiedtheStateofMichiganby,telephoneonMay21,1984ofthisrequestedamendmenttoourT/S.WeconsiderthisapplicationforalicenseeamendmenttobepartoftheapplicationsubmittedinourletterAEP:NRC:0860.Therefore,weinterpret.10CFR170.22asnotrequiringanyadditionalpaymentsforprocessingtheaforementionedrequest.ThisdocumenthasbeenpreparedfollowingCorporateprocedureswhichincorporateareasonablesetofcontrolstoinsureitsaccuracyand,completeness'priortosignaturebytheundersigned.VerytrulyyourIM.P.AlehachVicePreidentMPA/dewAttachmentcc:JohnE.DolanW.G.Smith,Jr.-BridgmanR.C.CallenG.CharnoffE.R.Swanson,NRCResidentInspector-Bridgman 0J!'1pl,I1IapIllE Mr.HaroldR.DentAEP:NRC:0860KATTACHMENT1TheLOCA/ECCSanalysisforUnit2,Cycle5operationwithuptofivepercent(5%)ofthesteamgeneratortubespluggedwasperformedbyExxonNuclearCo.(ENC).TheanalysiswasperformedusingtheEXEM/PWRmodelwithchangesasexplainedintheENCletterJCC:076:84datedMay7,1984.LetterJCC:076:84wastransmittedtoyouinourletterAEP:NRC:0860F,datedMayll,1984.TheresultsofthenewECCS/LOCAanalysisarepresentedintheattachedTables2.1,3.2,3.4,andFigures3.41,3.42,and3.43.Forbreaksuptoandincludingthedouble-endedseveranceo'fareactorcoolantpipe,thenewanalysisshowedthattheUnit2EmergencyCoreCoolingSystemwillmeettheacceptancecriteriaaspresentedin10CFR50.46foroperationwithENC17x17fueloperatinginaccordancewiththepeakingfactorlimitsnotedinTable2.1.Thatis:1.Thecalculated'eakfuelelementcladtemperatureodoesnotexceedthe2200Flimit.2.Theamountoffuelelementcladdingthatreactschemicallywithwaterorsteamdoesnotexceed1%ofthetotalamountofzircaloyinthereactor.3.Thecladdingtemperaturetransientisterminatedatatimewhenthecoregeometryisstillamenabletocooling.Thehotfuelandcladdingoxidationlimitsof17%arenotexceededduringorafterquenching.4.Thecoretemperatureisreducedanddecayheatisremovedforanextendedperiodoftime,asrequiredbythelong-livedradioactivityremaininginthecore.BasedonthenewLOCA/ECCSanalysisperformed,thelimitonFH,is1.415.Whenincludedinthe,T/S,thisvalueisreducedby40toaccountformeasurementuncertainty.ThustheF<limitforoperationathHAH100%poweris1.36.Xnadditiontotheabovelimitation,itwasalsonecessarytochangetheallowanceforincreasedF~basedonreducedpowerwhenF~<islimited,AHH.byECCSanalyses,butnotlimitedbyDeparturefromNucleateBoiling(DNB).Thischangeisreflectedbythephrase"F<~~1.36/PforExxonNuclearCo.fuel"includedintherevisedTechnicalSpecifications.
