DuetospecificcircumstancescurrentlyexistingattheDonaldC.CookNuclearPlantUnit2,wearerequestinganemergencychangetothesubjectTechnicalSpecification(T/S).CurrentlyT/S3.8.2.3requirestwoOPERABLE250voltD.C.batteriesinMODES12,3,and4.SurveillanceRequirement4.8.2.3.2.e.requiresOPERABILITYtobedemonstratedbyverifyingatleastonceper60months,thatthebatterycapacityisatleast80%ofthemanufacturer'sratingwhensubjectedtoaperformancedischargetest.Therequiredcapacitydischargetestwasperformedonbattery"AB"onMay16,1984andonbattery"CD"onMay10,1984.Battery"CD"passedthe60monthtest.Battery"AB"didnotpassthe60monthtest.Ourperformancedischargetestisrunfor6.4hours(correctedfortemperature).Thecapacityofthebattery"AB"droppedbelow80%afterapproximatelyfivehoursandthirtyminutes.BasedonourengineeringreviewandacceptableT/Ssurveillancetesting,battery"CD"hasadequatecapacitytocarryallofit'semergencyloadsforafull6.4hourperiod.WearerequestingthesubjectT/SbeamendedtoallowoperationinMODES4and3withonefullyOPERABLEbattery.ThisamendmentwouldallowustoperformactivitiesthatarerequiredintheseMODESpriortostartupafterrefueling.OnceasecondfullyOPERABLEbatteryisinplace,thisamendmentwillnolongerbeneeded.Basedonourcurrent,bestestimate,theproposedchangeisneededbyJune13,1984inordertopreventcommensurateday-for-daydelaysinstartupoftheUnit.Unit2iscurrentlycomingoutofarefuelingoutage.InthatwehavebeenshutdownsinceMarch10,1984thecoreisrelativelyclean(i.e.,freeofactiveparticulate)andsufficientlyboratedtomaintainsubcriticalityatcoldconditions.Decayheatissignificantlyreduced,becauseofthelongdecaytimeperiodsincecriticaloperationandthefactthat92outof193assemblieshavebeen840gpjpg"DRADOOOaqoOCRP>0003/+.PDR I~~~~'Jlhi're'44')'.'I)JQrel)ehhJII0~~rrh)h,~~',If'rI*I)HII*I'e)h vMr.HaroldR.on~/AEP:NRC:0893replacedwithfreshfuel.SincetheplantisatrefuelingboronconcentrationinMODES3and4,thepotentialforgoingcriticalisminimal.Further,intheeventofanaccidentrequiringdecayheatremovalusinge'mergencysystems,decayheatisatlevelsnormallyassociatedwithMODES5and6ratherthanhighermodes.Basedontheabovesafetyconsiderations,webelieveoperationinMODES4and3,afterrefuelingandwithonlyonefullyOPERABLEbattery,willnotcreateasignificanthazardsconsiderationasdefinedin10CFR50.92.Specifically,webelievethattheproposedchangewillnotincreasetheprobabilityorconsequencesofapreviously-analyzedaccident.Thechangemayreduceinsomewayasafetymargin,butitisclearlywithintheacceptancecriteriaformaintainingthecoresubcritical,andmaintainingdecayheatremovalcapabilityfornormalandaccidentconsiderationsinMODES3and4.Inaddition,sincetheproposedchangedoesnotincreasetheconsequencesofapreviouslyanalyzedaccident,thechangewillnotadverselyimpacttheenvironment.TheAttachmenttothislettercontainstheproposedrevisedT/Spage.Thechangeisindicatedbyverticalbarsdrawnontherighthandmarginofthepage.TheproposedchangehasbeenreviewedbythePlantNuclearSafetyReviewCommitteeandwillbereviewedbytheNuclearSafetyandDesignReviewCommitteeat,itsnextscheduledmeeting.Pursuant.totherequirementsof10CFR50.91(b)(1),acopyofthisletteranditsattachmenthavebeentransmittedtoMr.R.C.CallenoftheMichiganPublicServiceCommission.Inaddition,commensuratewiththeaffectthatanemergencyT/SchangehasonthenoticeandpublicationperiodintheFederalRegister,wewillnotifytheStateofMichiganbytelephoneofthisrequestedamendmenttoourT/S.WeinterpretthisapplicationforalicenseamendmenttoconstituteaClassIIIAmendmentasdefinedin10CFR170.22.Therefore,acheckintheamountof$4000.00willbeforwardedinthenearfutureaspaymentforprocessingtheaforementionedrequest.ThisdocumenthasbeenpreparedfollowingCorporateprocedureswhichincorporateareasonablesetofcontrolstoinsureitsaccuracyandcompletenesspriortosignaturebytheundersigned.Verytrulyyours,AttachmentM.P.AlexichVicei'residenti)iClcc:JohnE.DolanW.G.Smith,Jr,R.C.CallenG.CharnoffE.R.Swanson,NRCResidentInspector-Bridgman C[[()4r<<CI>>'<<~WP?I'4WWX"?WI>>t[PItItI~4)-W~)I'W="IlttiI?I'I'<<4)4,Ig<<WhD'I4,I)lIP<<IIII4IIP."Ii[1033[[,tJXIIP+iW<<')',>><<.,4,>>llWW'">><<>>4llI>>ll<<III,'1<<4<<IPII*I,IDl[~~I4.I'l.WI.il",Wi>>[I<<,t)<<?~,It=4?f<.}}
