ThisletterrevisesourapplicationforamendmenttotheTechnicalSpecifications(T/Ss)fortheDonaldC.CookNuclearPlantsubmittedinAEP:NRC:0896HdatedNovember25,1987,andupdatesinformationcontainedinAEP:NRC:0896IdatedJanuary24,1989.AdetaileddescriptionoftheproposedrevisionandanupdatedanalysisconcerningsignificanthazardsconsiderationsareincludedinAttachment1tothisletter.Attachment2containstheproposedrevisedT/Spages.Webelievetheproposedchangewillnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommitteeandwillbereviewedbytheNuclearSafetyandDesignReviewCommittee.Incompliancewiththerequirementsof10CFR50.91(b)(1),copiesofthisletteranditsattachmentshavebeentransmittedtoMr.'.C.CallenoftheMichiganPublicServiceCommissionandMr.G.BruchmannoftheMichiganDepartmentofPublicHealth.ThisdocumenthasbeenpreparedfollowingCorporateprocedureswhichincorporateareasonablesetofcontrolstoensureitsaccuracyandcompletenesspriortosignaturebytheundersigned.Sincerely,M.PEAlichVicePresidentldpAttachments8903300ii9890323PDRADOCK050003i5PDC Dr.T.E.Murley-2-AEP:NRC:0896Mcc:D.H.Williams,Jr.W.G.Smith,Jr.-BridgmanR.C.CallenG.CharnoffA.B.DavisNRCResidentInspector-BridgmanG.Bruchmann ATTACHMENT1TOAEP:NRC:0896MREASONSAND10CFR50.92ANALYSISFORCHANGETOTHEDONALDC.COOKNUCLEARPLANTUNITS1AND2TECHNICALSPECIFICATIONS Attachment1toAEP:NRC:0896MPage1BackroundXnAEP:NRC:0896HdatedNovember25,1987,wesubmittedaproposedTechnicalSpecification(T/S)changewhichrequiredthatthedieselgeneratorfueloiltanksbecleanedatleastonceeverytenyears.XnAEP:NRC:0896IdatedJanuary24,1989,weprovidedadetaileddescriptionofeachofthetwocleaningmethodsallowedbytheproposedT/Ssandtheacceptancecriteriaassociatedwitheachmethod.Thefirstoptionrequiresthatthetanksbeemptiedandtheinteriormechanicallycleaned;theacceptancecriteriaisaclean,dryinteriorasdeterminedbyvisualexamination.Thesecondoptionrequiresthattheoilbeagitatedbybubblingnitrogengasintothetankwhileaminimumoffivetankvolumesofoiliscirculatedthroughafive-micronfilter.ThreesuccessivesamplesoffuelarethencollectedandanalyzedaccordingtoASTMD2276-83.Thisprocess,includingthethreesuccessivesamplesconstitutesoneiterationcycle.Ouroriginalproposalwastorepeatthecycleuntilallthreesamplesindicatedacontaminantlevellessthantenmgperliter.Therecirculationandsamplingisrepeateduntilallthreesamplesindicateacontaminantlevellessthantenmgperliter.DescritionofRevisionDuringdiscussionwithmembersoftheNRCstaff,wewereinformedthattheywereunwillingtoapproveourtankcleaningrequirementsintheircurrentformbutwouldbereceptivetoaslightlymodifiedproposal.Specifically,theNRCstaffrequestedthatwemodifyourproposedT/Sstorequireconductingthetankcleaningusingthedrain-and-cleanmethodifunacceptableresultsareobtainedonthreesuccessiveiterationsusingtheagitation-filtrationmethod.VehavemodifiedtheproposedT/SpagesaccordinglyandincludedtheminAttachment2.Also,asrequestedbytheNRCstaff,wehavemodifiedthethirdparagraphonBasespageB3/48-2toclarifythatitappliesonlytothesamplestakentomeetsurveillancerequirement4.8.1.1.2.d,nottothesamplestakenduringtankcleaningtomeetsurveillancerequirement4.8.1.1.2.f.l.AnalsisofSinificantHazardsTheproposedT/SchangessubmittedinthisletteraremorerestrictivethantheproposedchangessubmittedinAEP:NRC:0896H.ThesignificanthazardsanalysissubmittedinAEP:NRC:0896Hremainsapplicabletothechangessubmittedinthisletter.Theseproposedchangeswillthereforenotsignificantlyincreasetheprobabilityorconsequencesofanaccidentpreviouslyevaluated,createthepossibilityofanewordifferentaccidentfromanyaccidentpreviouslyevaluated,orsignificantlydecreaseamarginofsafetyandconsequentlydonotconstituteanunreviewedsafetyquestionasdefinedin10CFR50.92.
