~<<t~*VNll ATTACHMENT1TOAEPNRC0960DREASONSFORCHANGESTOTHEDONALDC.COOKNUCLEARPLANTUNITNOS.1AND2TECHNICALSPECIFICATIONBASES Attachment1toAEP:NRC:0960DPage1DescritionUnitNo.1;pageB3/47-8UnitNo.2;pagesB3/47-7,7-8Thischangeisbeingrequestedtoreducethelargeadministrativeburdenonplantmanagementrequiredtomaintainpersonneltoserveasfirewatches.Theeffortrequiredtoadministerfirewatchpersonneldivertsmanagement'sattentionfromotherdutieswhichcouldhavemuchgreatersafetysignificance.Inparticular,aninordinateamountofmanpowerhasbeeninvolvedwith"continuousfirewatches."IthasbeenourinterpretationthatacontinuousEirewatchmustbeastationarywatchwhocannotleavetheimmediatearea.Thisrequiresseveralfirewatchesinoneareaifanyofthefirezonesareoutofvisualrange.Webelievethisduplicationoffirewatchesisunneccessaryforthepromptdetectionoffires'nordertoalleviatethissituation,weproposetodefineacontinuousfirewatchintheBasesforT/S3.7.9asfollows:"Acontinuousfirewatchrequiresthatatrainedindividualbeinthespecifiedareaatalltimesandthateachfirezonewithinthespecifiedareabepatrolledatleastonceeveryfifteenminuteswithamarginoffiveminutes."ThischangewillallowustoreducethenumberoffirewatcheswhilemaintainingcontinuousEiredetectioncapability.Inaddition,weareaddingthefollowingstatementtotheBases:"Allhourlyfirewatchpatrolsareperformedatintervalsofsixtyminuteswithamarginoffifteenminutes."ThischangewasdiscussedwithyourstaEfinourmeetingonJanuary13,1986andrecommendedforsubmittalintheNRClettersummarizingthemeeting,datedFebruary11,1986.AnotherstatementisaddedtotheBasesforT/S3.7.10whichreflectsourbeliefthatafire-ratedassemblyand/orsealingdeviceisoperableprovidedthatitiscapableofperformingitsintendedsaEetyfunction.Forexample,ifaEiredoorisinoperableduetoaninadequateclosingdevice,securingthedoorintheclosedpositionrestoresthedoortooperablestatus.If,however,thefiredoorwereinoperablebecauseithadaholeinit,itwouldnotbeoperableifsecuredintheclosedposition(becauseitwouldnotperformitsintendedsafetyfunction).Thesechangeswillallowustoreduce'theadministrativeburdenassociatedwiththefireprotectionprogramwhilestillmaintainingthehighintegrityoftheprogram.ThereforewebelievethesechangestotheTechnicalSpecificationBaseswillenhanceouroverallfireprotectionprogram.
