ThisletterconstitutesanapplicationforamendmenttotheTechnicalSpecifications(T/Ss)fortheDonaldC.CookNuclearPlantUnits1and2.Specifically,weareproposingchangestoSection6.0(AdministrativeControls)oftheT/SsandtothecorrespondingreferencesinSection3.0/4.0.TheprimarychangesrelatetotheresponsibilitiesofthePlantNuclearSafetyReviewCommittee(PNSRC)andtheNuclearSafetyandDesignReviewCommittee(NSDRC).Otherchangesareeditorialorareproposedforclarification.Section6.0T/Spageshavebeenentirelyrenumberedasaresultofthesechanges.Onlychangestothetexthavebeendenotedbyasidebar,however.Textshiftedtoadifferentpagehasnotbeenbarredashasbeenourpracticeinthepast.AdetaileddescriptionoftheproposedchangesandouranalysesconcerningsignificanthazardsconsiderationsareincludedinAttachment1tothisletter..Attachment2containstheproposedrevisedT/Spages.ThepagesinAttachment2alsocontaintheproposedchangessubmittedinAEP:NRC:06590,datedSeptember6,1988.ThatsubmittalwaspreparedbasedontheguidancecontainedinGenericLetter88-06.Ifthechangesbeingproposedinthisletter(AEP:NRC:0659M)arereviewedandapprovedbeforethoseproposedinourpreviousletter(AEP:NRC:06590),appropriatechangestopagenumberingwillberequired,andchangessubmittedinourletterAEP:NRC:06590thatareincludedinthisletter(AEP:NRC:0659M)willhavetobedeleted.Webelievethattheproposedchangeswillnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountofanyeffluentsthatmaybereleased(85'0831027489082mPDRADOCKOS000315J
