ThisletteranditsattachmentsconstituteanapplicationforachangetotheTechnicalSpecifications(T/Ss)forDonaldC.CookNuclearPlantUnit2.Specifically,werequestthattheboricacidstoragetank(BAST)volumerequirementforModes1through4bechangedto5650gallonstoreflecttheboronconcentrationrequirementsspecifictoCycle8withadditionalconservatismstocoverfuturecycles.ThereductionintherequiredBASTvolumewillenhancetheabilityoftheplanttomaintaintherequiredboricacidconcentrationinthehighpressuresafetyinjectionflowpath.Itwillconcurrentlyreducethepotentialforboricacidblockagesassociatedwiththeboricacidevaporator.ThisrevisionwillalsomaketheUnit2requirementidenticaltotheUnit1requirement.Wedesiretoimplementthesechangespriortothestartofournextrefuelingoutage,whichisscheduledforearly1992.DuringtheUnit2Cycle8reloadsafetyevaluationprocess,WestinghouseperformedcalculationstodeterminetheBASTminimumborationvolumerequirementsforModes1through4,ThosecalculationswereboundingandresultedinanincreaseintherequiredminimumBASTboratedwatervolumefrom5650to7715gallons(T/S3.1,2.8).Theadditionalvolumehasincreasedthepotentialformaintenanceproblemswithinthissystem.Furtherreviewoftheassumptionsusedintheabovecalculationindicatedthatsomeconservatismscouldbeeliminated.WethereforecontractedWestinghousetocalculateamoreaccurateminimumborationvolumerequirement.Theresultsofthiscalculationjustifiedaminimumborationvolumeof4905gallons.TheseresultsarecontainedinAttachment1tothisletter.Toachieveconsistencybetweenthe;~<<226<<K0so003<<.0036910215'.DR-ADOCpclg~.gag(98EiP'f'PPI/(

~~Dr.T.E.Murley-2-AEP:NRC:1139Unit1andUnit2technicalspecifications,andtobeconservative,wearerequestingthattheminimumborationvolumerequiredbyT/S3.1.2.8equal5650gallons.Inaddition,severalchangestoT/SpageB3/41-3arebeingmadetoreflecttheresultsoftheenclosedWestinghouseanalysis.Specifically,themaximumexpectedborationcapabilityusablevolumerequirementfromtherefuelingwaterstoragetank(RWST)hasbeenreducedfrom"160,122gallons"to"69,215gallons."OurevaluationconcerningsignificanthazardsconsiderationsisprovidedinAttachment2,TheproposedrevisedT/SspagesareincludedinAttachment3.AcopyoftheexistingT/Sspagesmarked-uptoreflectthechangesproposedinthissubmittalareincludedinAttachment4.ThetechnicalspecificationsthatweareproposingtoreviseinthissubmittalarenotimpactedbyanyotherrequeststhatarependingNRCreviewandapproval.Webelievethattheproposedchangewillnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.TheproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommitteeandbytheNuclearSafetyandDesignReviewCommittee.Incompliancewiththerequirementsof10CFR50.91(b)(1),copiesofthisletteranditsattachmentshavebeentransmittedtoMr.J.R.PadgettoftheMichiganPublicServiceCommissionandtotheMichiganDepartmentofPublicHealth.ThisdocumenthasbeenpreparedfollowingCorporateproceduresthatincorporateareasonablesetofcontrolstoensureitsaccuracyandcompletenesspriortosignatureoftheundersigned.Sincerely,M.P.AlexchVicePresidentMPA/ehAttachments BACKGROUNDAspartoftheefforttosupportCycle8operationoftheDonaldC.CookUnit2NuclearPlantwithWestinghouseVANTAGE5Fuel,WestinghouseperformedcalculationstodeterminetheBoricAcidStorageTank(BAST)minimumborationvolumerequirementsasdelineatedinTechnicalSpecifications3.1.2.7and3.1.2.8.TheresultsofthesecalculationsindicatedthattheminimumboricacidtankvolumerequiredtoreachHode4fromMode1exceededthethencurrentTechnicalSpecificationlimit(T.S.3.1.2.8).TheminimumborationvolumerequiredtoreachMode6fromMode5waswellwithintheTechnicalSpecificationlimit(T.S.3.1.2.7).FurtherreviewoftheassumptionsemployedinthecalculationoftheminimumborationvolumerequiredtoreachMode4revealedthatconservatismscouldbeeliminatedfromtheprojectedHode1andMode4finalboronconcentrationassumptionswhichwouldprovidesomereliefintheoriginalcalculationoftheminimumBoricAcidStorageTankvolumerequirement.INTROOUGTIONAttherequestofAmericanElectricPowerServiceCorporation(AEPSC),WestinghousehasrecalculatedtheminimumborationvolumerequiredtocooldownfromMode1toMode4withrevisedfinalboronconcentrationassumptions.Forconsistency,theconservatismsinthepreviousMode5and6finalboronconcentrationswerealsoeliminatedandtheminimumBASTvolumerequiredinModes5and6hasbeenrecalculated.ThecalculationshavebeenperformedusingboronconcentrationdatawhichismoreaccuratethanemployedintheoriginalcalculationoftheBoricAcidStorageTankminimumvolumerequirementforUnit2Cycle8operation.ThemethodemployedinthecalculationoftheBASTminimumvolumerequirementsisbrieflydescribedbelow.EVALUATIONEvaluationMethodsTheBORDERcomputercodewasusedtoperformthecalculation.TheBORDERcode,developedbytheWestinghouseCommercial'NuclearFuelsDivision,performscalculationswhichdetermineifboronrequirementsdictatedbyfuelreloaddesignarewithinexistinglimitsspecifiedintheTechnicalSpecificationsandtheFSAR.Page2of3 ResultsTheminimumborationvolumecalculatedtoberequiredintheBoricAcidStorageTanktocooldown.fromMode1toHade4was4905gallons,whichislessthantheminimumvolumeof7715gallonsspecifiedinTechnical'pecification3.1.2.8.TheequivalentcontainedborationvolumeintheRefuelingMaterStorageTank(RWST)forcooldownfromMode1toNode4wascalculatedtobe69,215gallons(TechnicalSpecification3.1.2.8requiresaminimumvolumeof350,000gallonsbasedonEmergencyCoreCoolingSystemrequirements).ForcooldownfromHode5toHode6,TechnicalSpecification3.1.2.7requiresaminimumusable'oratedwatervolumeof4300gallonsintheBASTand90,000gallonsintheRWST.TheminimumborationvolumecalculatedtoberequiredintheBASTtocooldownfromHode5toMode6was298gallons.TheequivalentcontainedborationvolumeintheRWSTforcooldownfromHode5toHode6was2408gallons.CONCLUSIONSTheresultsofthecalculationindicatethattherelaxationoftheminimumborationvolumerequirementspecifiedinTechnicalSpecification3.1.2.8forDonaldC.CookNuclearPlantUnit2canbeaccommodated.MarkupsoftheUnit2TechnicalSpecificationsindicatingtherelaxedrequirementhavebeenprovidedforAEPSC'suseinthesubmittalofachangetotheTechnicalSpecifications.Asstatedpreviously,additionalconservatismwasincludedintheMode4/5/6boronconcentrationstoaccommodatevariationsinfuturecyclesprovidedcurrentfuelmanagementtechniquesandfuelproductdesignsaremaintained.Therefore,itisexpectedthattheboronconcentrationrangesassumedforthedeterminationoftheminimumborationvolumerequirementsforModes1through6canboundfuturecyclesofoperationoftheDonaldC.CookNuclearPlantUnit2.Page3of3
