CookNuclearPlantUnits1and2inaccordancewith10CFR50.90.WeareproposingtoamendT/S3/47.9.1forbothunitstoreflecttheinstallationoftwofireprotectionwaterstoragetanksandthreepumpstosupplyasufficientquantityofclean,reliablewatertotheplant'sfiresuppressionsystems.Currently,theCookNuclearPlantfiresuppressionsystemissuppliedbyLakeMichigan.However,inthelastfewyearszebramusselshavepropagatedinLakeMichigan,posingathreattothereliabilityoftheexistingfireprotectionsystem.Consequently,wehavedecidedtoerecttwodedicatedfireprotectionwatertanks,whichwillprovideareliablesourceofcleanwatertothefireprotectionsystem.Inaddition,theexisting2000gpmdiesel-enginedrivenpumpswillbemaintainedtofacilitatethecapabilityofobtainingwaterfromLakeMichigan.However,thesepumpsandtheirassociatedpipeswillbeisolatedfromtherestofthefireprotectionwatersystemtoprecludethepossibilityofinfestingthefireprotectionwatersystemwithzebramussels.Theautomaticcontrolsarebeingremovedfromthesepumps,thusnecessitatinglocalmanualactiontoinitiatetheiroperation.Attachment1providesadetaileddescriptionoftheproposedchanges,thejustificationforthechanges,andourproposeddeterminationofnosignificanthazardsconsiderationperformed.+BAAL.~92022001589202i2PDRADOCK05000315PPDR 0Ial~~7,e>>

AttachmentltoAEP:NRC:0692CCPage5systemdesignisconsistentwithNRCBranchTechnicalPositionAPSCB9.5-1.Requiringoneofthe2000gpmdiesel-engine-drivenpumpsthattakessuctionfromLakeMichiganandoneofthe2500gpmdiesel-drivenpumpsthattakessuctionfromafirewaterstoragetanktobeOPERABLEensuresthecapabilityofobtainingwaterfrombothsources.Thisconservatismresultsinenhancedsystemreliabilityandreducedriskfromexternalevents.TechnicalSpecification,3.7.9.1requiresthreefirewatersuppressionsystempumpstobeOPERABLEforthefiresuppressionwatersystemtobeOPERABLE.Oneofthesepumpsmustbea2500gpmdiesel-drivenpumpcapableoftakingsuctionfromeitherfirewaterstoragetankandonea2000gpmfiresuppressionpumpcapableoftakingsuctionfromLakeMichigan.Thethirdpumpmaytakesuctionfromeitherwatersource.Theflowpathscapableof.takingsuctionfromLakeMichiganarenormallyisolatedtoprecludezebramusselinfestationofthesystem.Inaddition,thefollowingsentenceisbeingadded:Intheeventthatthefirewatertanksbecomeinoperable,LakeMichiganmayserveasitsbackup.RevisetheBases~Section347.9tomaketheBasesConsistentBetweenUnitsThefollowingisbeingdeletedfromUnit2BasespageB3/47-7:othertasks(e.g.,anoperatorontour)providedthatsuchpersonnelfulfilledtheabovestatedrequirements.Asaminimum,eachareaaffectedbyanisolatedlowpressureCO~systemmustbevisitedeverytwenty-five(25)tothirty-five(35)minutesbytheRovingFireWatchPatrol,Suchmeasureswillprovidethenecessaryleveloffireprotectionwhileaffordingnecessaryprovisionsforpersonnelsafety.Intheeventthefiresuppressionwatersystembecomesinoperable,immediatecorrectivemeasuresmustbetakensincethissystemprovidesthemajorfiresuppressioncapabilityoftheplant,Therequirementforatwenty-fourhour.reporttotheCommissionprovidesforpromptevaluationoftheacceptabilityofthecorrectivemeasurestoprovideadequatefiresuppressioncapabilityforcontinuedprotectionofthenuclearplant.Thesestatementsarenolongerapplicable,andhavealreadybeendeletedfromUnit1.

.Attachment,.ltoAEP:NRC:0692CC4.0DISCUSSIONPage6JustificationforChaneThefunctionofthefireprotectionwatersystemistocontrolandextinguishfiresintheplant.Thisiscurrentlyaccomplishedbyanunlimitedwatersupply(LakeMichigan),firepumps,pipingnetwork,manualhosestandpipes,automaticoperatingvalves,controlequipment,distributionnozzlesandotherhardware.However,thewaterfromLakeMichiganisinfestedwithzebramussels,whichwould,ifleftuncontrolled,.infestthefireprotectionwatersystempiping.Themethodscurrentlyavailabletokillzebramusselsarelaborintensiveandcomplicatedtoimplement.Consequently,wedecidedtodesignasourceofwaterindependentofthelakewhilecontinuingtoresearchanyothersuccessfuldevelopmentstoresolvethezebramusselproblem.JustificationforProosedActionStatementsWeareproposingthat,withlessthantheminimumnumberofpumps,OPERABLE,theactionshowninTable3.7-5betaken.Currently,ourT/Ssallowussevendaystoreturninoperablepumpstoservice.Wearemaintaining,this,seven-daytimerestrictionininstances'inwhichwehaveaminimumof-twopumpsoperable.However,ininstancesinwhichwehaveonlyone.pumpoperable,weareallowingfourdaystoreturnaninoperablepumptoservice.Sinceweneedat,leasttwo.pumpstoextinguishourworst"casefirehazard,as'describedintheFireProtectionProgramManual-(FPPM),wehavedecidedthatourT/Ssshouldrequirethesecondpumptobereturnedtooperablestatusasexpeditiouslyaspossible.Ininstancesinwhichwehavethreepumps,butnotthecorrectcombinationtomeettherequirementsspecifiedinthelimitingcondition-ofoperation(LCO),weareproposingatimelimitof14daystoreturnaninoperablepumptooperable'status.Sincewealreadyhaveonemorefiresuppressionsystempumpoperablethanweneedtoextinguishtheworstcasefirehazard,thesafetysignificanceofnothavingthecombinationofpumpsspecifiedintheLCOisrelativelysmall.Consequently,weareproposingaslightlylessstringentactionstatementinthisinstance.CurrentSstemDescritionGeneralDesignBasisThefireprotectionwaterflowmayvaryfrom30to65gpmforasinglesprinklerheadinoperationtoasmuchas4700gpmforthecombinedflow,includinghosestreams,fortheUnit1maintransformerandturbinebuildingwallexposuresystems.Consequently,itisnotpracticaltotrytomeetthisrangeofwaterflowwithasinglefirepump.Accordingly,thefiresuppressionsystemshavebeendividedintothosehavinglowwaterdemandandthosewithmuchlargerwaterdemands.Thesesystemshavebeenidentifiedasthe"lowdemandfiresystem"andthe"highdemandfiresystem."Collectivelytheyarereferredtoasthe"emergencyfiresystem."

...Attachment.ltoAEP:NRC:0692CCPage7WaterSupplyThesourceofwaterforthefireprotectionwatersystemisLakeMichigan.FirePumpsTwohorizontal,centrifugal,electric-motor-drivenfirepumpsareprovidedforhighdemandfires.Thesepumpsaredesignedtostartimmediatelyupona"highdemandfire"signalorwithvaryingtimedelaysifadditionalcapacityisneededforlowdemandfires.Eachpumpisdrivenbya300-horsepowermotorandratedat2000gpmat152psi.Suctionisfromthenonessentialservicewater.(NESW)suctionheader,whichdrawsfrom.thecirculatingwaterdischargetunnelofeachunit.Onemotor-drivenpumpisprovidedforeachunit.Twodiesel-engine-driven,verticalturbinefirepumpsarealsoprovidedforhighdemandfiresintheeventofacompletepowerfailureorforadditional.capacity.Eachpumpisdrivenbya325-horsepowerengineandratedat2000gpmat152psi;Suctionisfromthecirculatingwaterintakechamberbehindthetravellingscreensinthescreenhouse.Onehorizontal,centrifugal,electric-motor-drivenfirepumpisprovidedforthelowdemandsystem.Thispumpisdesignedtostartimmediately'upona"lowsystempressure"signal.Thispumpisdrivenbya100-horsepowermotorandratedat500gpmat152psi.SuctionisfromtheUnit1"NESWsuctionheaderwhichdraws.fromthecirculatingwaterdischargetunnel.Thispumpislo'catedinUnit1,butservesbothunits.Althoughthis.pumpisbeingremoved,therearenoT/Ssrequirementsonthispump.Onehorizontal,centrifugal,electric-motor-drivenjockeypumpisprovidedtopressurizethefiresystempiping.Thepumpisdrivenbya10-horsepowermotorandratedat50gpmat76psi.Suction,is'romtheUnit1NESWpumpdischarge.Althoughthispumpisbeingremoved,thereare,noT/Ssrequirementsonthispump.FixePipingThefirepumpsdischargeintoundergroundringheadersaroundtheoutsideoftheplantandintotheinteriorringheaderintheturbinebuilding.Theoutsideheadersconsistof12-inchClass200asbestos-cement,,*andductileironpipe.A10-inchweldedsteelinteriorloopheaderislocatedintheturbineandscreenhousebuildings.Thisinteriorheaderisconnectedtotheoutdoorloopheaderbyvalvedconnectionsroutedthroughtheservicebuilding,auxiliarybuildingandtheyard.Thisarrangementformsaseriesofsmallerinterior/exteriorloopsconnectedthroughisolatingvalvestoensureflowfrommultipledirections.

...Attachmentl,to,AEP.:NRC:0692CCCurrentSstem0erationPage8HighDemandFireSystemWhenaninitiatingdeviceforahighdemandfiresyst:emisoperated,itsendsanelectricsignaltothefirepumplogicsystemandthesequencetostarttheelectric-motor-drivenfirepumpforthatunitisbegun.Ifmorethanonesuppressionsystemoperatesatatime,additionalcapacitymaybeneeded.Ifthisisthecase,theheaderpressurewilldecrease.Anelectricalcontactwillcloseapressureswitchwhentheheaderpressuredropsto140psi.Thistheninitiatesthestartinglogicfortheelectric-motor-drivenfire-pumpfortheoppositeunit.Bothpumpsaredesignedtolock-insothattheywillnotstartandstopasthepressureincreasesanddecreases.Reliefvalvesopenintheeventthatsystempressurebecomesexcessive.Ifforsomereasonthepressuredropsbelow120psi,oneofthediesel-engine-drivenpumpswillstart.Ifdemandisstillnotmet,thentheotherdiesel-engine-drivenfirepumpwillstart.Therearealsoprovisionstolocallystartandstopeachelectric-motor-drivenanddiesel-engine-drivenpump.LowDemandFireSystemA500gpm,pumplocatedinUnit1hasbeenprovidedforthelowdemand,firesystem.Whena,pressuredropnotassociatedwiththehighdemandlogicoccurs,apressureswitchwillinitiatetheemergencyfiresystemlogictoenergizethelowdemandfiresystem.The500gpmfirepumpwillimmediatelystart.Anylowdemandfiresystemactuationwillalsoautomaticallyputthehighdemandfiresystem'selectric-motor-drivenanddiesel-engine-drivenfirepumpsonemergencystandby.Eventhoughthe.high.demandfiresystemwouldeventuallystartthetwodiesel-engine-drivenfirepumps,thelowdemandsystemmakesdirectprovisionforstartingthem.NewSstemDescritionDesignBasisofNewSystemInselectingthecapacityandquantityoffirepumpsrequiredforanadequatefiresuppressionwatersupply,anumberoffactorsweretaken,intoconsideration.Someofthesefactorsareasfollows:Therequirementsofthelargestsinglefirehazard.Thenumberofprotectedhazardswhichmightbeexpectedtobeinvolvedinagivenfireandthetotalwaterflowrequiredifallareinvolved.oTheaveragewaterdemandrequiredforhoselinesorsmallsprinklersystems.

,.-.Attachment.l..to,AEP:NRC:,0692CCPage9oThepumpheadnecessarytosupplytheautomaticsystem(orhoseoutlets)atthehighestandmosthydraulicallyremotelocationsintheplant.oReliabilityoftheelectricalsourcesupplyingtheelectric-motor-drivenfirepumps.oThepotential,althoughunlikely,catastrophicfailureofthefirewatertankscreatingthescenarioofnosourceofwaterbeingavailableforfiresuppression.Thefirewaterstoragetankshavebeenseismicallydesignedtoconformto.UniformBuildingCodeZone1requirements..Consequently,although-theyarenotSeismicClassI,thetankswillwithstandanearthquakeofamagnitudethatmaybeexpectedinthiszone.ThereisnorequirementtobuildthissystemasSeismicClassI.AspartofourAugust19,1977submittalthattransmittedresponsestoNRCquestionsonfireprotectionatCookNuclearPlant;weprovidedseveralhanddrawnsketches.Thesesketchesindicatedthattheloadspoweredbythe4Kvsource,includingtheexistingelectricmotor-drivenfirepumps,areontheemergencydieselgenerators.However,wedonotintendfor-thenewelectric-motor-drivenpumptobeloadedontotheemergencydieselgenerator.Thenewdesignhasfourdiesel-engine-drivenpumpsthat-.arecapableofsupplyingfireprotectionwaterintheeventofalossofoffsite.power.To.addressthe.scenarioofafireandsimultaneouslossofoffsitepower,theproposedT/Ssrequirethattwooutofthethreepumpsthatmustbeoperableforthesystemtobeoperablebediesel-engine-driven.Sinceonlytwopumpsareneededtoextinguishourworstcasefirehazard,wewillhaveamplefireextinguishingcapabilityevenintheeventofalossofoffsitepower.FireWaterStorageTanksandWaterSupplyThefunctionofthededicatedfireprotectionwatersystemistoprovidea.reliablesupplyofcleanwatertotheplant'sfiresuppressionsystems.Thiswillbeaccomplishedbydedicatedfirewaterstoragetanks,firepumps,andapipingnetwork,Thiswatersupplysystemwilltieintotheexistingundergroundringheader.Twofirewaterstoragetankswillbeerected,eachlargeenoughtoextinguishthelargestexpecteddesignbasisfireatCookNuclearPlant.Suctionwillbetakenoffofonlyonetankatatime.Thethreepumpsbeinginstalledtotakesuctionfromthesetanksarecommontobothtanks.Motor-operatedbutterflyvalveswillworkincon]unctionwithwaterlevelgaugestokeepthewaterlevelbetween612,400gallonsand621,000gallons.ThisshouldensurecompliancewiththeproposedT/Ssrequirementofa..minimum.usablevolumeof565,000gallons,whichisequivalenttoalevelindicationof34feet.ThisproposedT/SsrequirementistheamountofwaterneededtoextinguishthelargestsinglefirehazardasdescribedintheFPPM.

.....,..Attachmentl,.toAEP:NRC:0692CCPage10Normally,make-upwatertothetankswillcomefromtheplant'sconnectiontotheLakeTownship,watersupply.However,BranchTechnicalPositionAPSCB9.5-1requiresthatbothtanksbecapableofbeingrefilledinaminimumofeighthours.Ifthetanksarenearlyempty,thenrefillingtheminaminimumofeighthoursfromtheLakeTownshipwatersupplywilloverburdentheplant'scleanwatersupplysystem.Consequently,inthisevent,thetankswillbefilledwithwaterfromLakeMichigan.Intheeventthatthetanksarerefilledwithlakewater,thewaterwillbeimmediatelytreatedtokillzebramussels.Theonlytimethatweenvisionthisoccurringissubsequenttoextinguishingamajorfirethatwoulddrainthetanks.Refillingthetanksfollowingroutinesurveillances,testingandsmallfireswouldnotdrainthemtoalevelthatwouldnecessitatetheuseofLakeMichiganwater.InaccordancewithAppendixAtoBranchTechnicalPositionAPSCB9.5-1,eachtankwillhold100%ofthesystemcapacity.Assuch,onlyonetankisneededtoputouttheworstcasefire.FirePumps"Basedontheabove,three2500gpmfirepumps,twodiesel-drivenandoneelectric-motor-driven,willbeinstalledtopumpwaterfromthefirewaterstoragetanks.Inaddition,thetwo2000gpmdiesel-engine-drivenpumpsthattakesuctionfromLakeMichiganwillbemaintainedinordertomaintainthecapabilityofobtainingwaterfromLakeMichigan.Asaminimum,threeofthesefivepumpsmustbeoperableatanygiventime.;.Oneofthesethreepumpsmustbea2500gpmdiesel-engine-drivenpumpthat.takes.suctionoff.,ofthe.fire,.water.storagetanks.andonemustbea2000gpmdiesel-engine-drivenpumpthattakessuctionoffofLakeMichigan..Thethirdpumpmaybeanyoftheremainingpumpsinthesystem.Thesystemisdesignedsuchthatoneofthree2500gpmpumpswillstartimmediatelyuponasignalthatthelinepressureislessthan130psi.Ifthelinepressurecannotbemaintainedabove130psi,asecondpumpwillstart.ThisisconsistentwithNFPA20andisanenhancementoverouroldsystemdue'odesignsimplification.Twoofthe2500gpmfirepumpscansupplyenoughwaterforthelargestsinglefirehazard.Thethirdpumpisaredundantbackup,whichallowsustoisolateoneofthepumpsatanygiventimeatitselectricalpowersource.TomaintainthecapabilityofobtainingwaterfromLakeMichigan,twooftheexisting2000gpmdiesel-engine-drivenlakepumpsarebeingmaintained.Toprecludethesyst:emfrombecominginfestedwithzebramussels,thetwolakepumpswillbeisolatedfromtherestofthefireprotectiondistributionsystembyclosureofthefirstisolationvalvedownstreamofthepumps,evenduringsurveillancetesting,Thewateractuallypumpedbythelakepumpsduringsurveillancetestingwillbereturnedtotheforebayviaareturnline.Inaddition,theautomaticinitiatinginstrumentationonthepumpswillberemovedtoprecludeinadvertentoperationofthepumps.Thesepumpsmustbemanuallystartedlocally.
