i4 ATTACHMENT1TOAEP:NRC:0692CHPage3Untilcompletionoftheabovemodification,weareproposingtoimmediatelysuspendallfireprotectionwaterflowtestinglistedinT/Ss4.7.9.1,4.7.9.2,and4.7.9.5inbothunits.Thesesectionscoverthefirepumps,watersuppressionsystemsandfirehosestations.TheperiodofreliefneededwouldbeginMay25,1992andremainineffectuntilthenewfirepumpsanddedicatedwatertanksaredeclaredoperable.Thesurveillancetestingwillbeinitiatedatitsnormalfrequencywithinfourmonthsofthemodificationbeingdeclaredoperable,withtheexceptionofunitoutagerequiredtestingwhichwouldbecompletedbeforetheendofthenextscheduledunitoutage.Thisisbasedonmanpowerloadingsandtheneedtospaceoutthesurveillancework.Theproposedsuspendedsurveillancetestinginvolvestestingthefirepumpstoensuretheyareoperable,testingautomaticvalvestoverifytheyactuatetothecorrectposition,andperformingflowteststoverifynoflowblockage.Allofthissurveillancetestingwouldintroducelakewaterintothefireprotectionsystem.Automaticvalveactuationrequireswaterflowthroughthefireprotectionpipingsysteminordertoperformthetest.Thevalvesthatarenotautomaticallyactuatedcanstillbetestedbycyclingthevalvewithoutwaterflow.ThefirehosehydrostaticsurveillancetestinT/Ssection4.7.9.5.c.2isperformedperproceduresbyconnectingtooneoftheplant'sfirehydrants.Conductingthesurveillanceforboththeautomaticvalvesandthefirehoseswouldthendrawzebramusselinfestedwaterintothefireprotectionsystem.JustificationforEmerencTSAmendmentTheemergencylicenseamendmentrequestisbeingsubmittedtoobtainrelieffromtheT/SfireprotectionwaterflowtestingrequirementinT/Ss4.'7.9.1,4.7.9.2,and4.7.9.5forbothunits.WearerequestingthissuspensionbyMay25,1992,whichisthenextsurveillancetestthatwouldinjectzebramusselinfestedwaterintothefireprotectionsystem.Thesuspensionofwaterflowtestingisintendedtoprohibitinfestation,ofzebramusselsintothefireprotectionsystempriortothecompletionofthenewfireprotectionstoragetankandfirepumpinstallations.Uponsignificantinfestationofthepipingnetwork,wewouldbeunabletoprovereliableoperationofthefiresuppressionsystems.WearebasingthisrequestforanemergencyT/Samendmentoninformationobtainedoverthepastfewweeksandhavingbecome,awareofthefactthatotherutilityfireprotectionsystemshavealreadybecomezebramusselinfested(e.g.,Monroe,Bay g1"P4**
ATTACHMENT1TOAEP:NRC'0692CHPage4Shore,fossil-firedplants).Vehaveonlyrecentlyfoundlocalizedevidenceofthezebramusselpopulationinthescreenhouseforebayofapproximately200,000musselspersquaremeter.Thisindicatesoverathree-foldincreaseinthenumberofmusselssinceSeptemberof1991.LakeMichiganisexpectedtoreachthetemperatureatwhichthe'zebramusselswillstartreproducing,approximately55'F,bytheendofMay.JustificationforChaneStudieshaveshownthatzebramusselsreproduceatanalarmingrate(30,000musselsperevent).Femalezebramusselsbegindevelopmentinthefalloftheyearinwhichtheysettle.Eggdevelopmentiscompletedrapidlythefollowingspringwhenwatertemperaturesare12to14'C(54to57F).Fertilizedeggsusuallyhatchintoveligersintwotothreedays.Zebramusselveligerscouldbedrawninto"thefireprotectionsystemduringthetestingofthefireprotectionwatersuppressionsystems.Veligersintheundergroundorabovegrounddistributionpipingcanbecontrolledthroughchemicaltreatmentswithabiocide.However,iftheveligersenterthesuppressionsystempiping,itwouldbeverydifficulttoeliminatethem'romthesystemduetothedesignofthesuppressionsystems.Thefiresuppressionsystemsuseaseriesofdeadendpipingwithprogressivelysmallersizedpipes.Thisdesignfeatureinherentlyincreasessusceptibilitytofoulingand/orplugging.Flushingofthesuppressionsystemsthroughexistingpoints(drainsandinspector'stestconnections)islimitedandcannotprovideaneffectiveflowthroughouttheentiresystemwithoutconsiderablemanpowerandexpenseinobtainingflowthrougheachdeadendbranchline.Thus,treatmentofthesystemwithabiocideislimitedbythisdesignfeature.Inaddition,thebiocideonlykillsthemussels,itdoesnotremovethemusselshellsfromthesystem.Theflushingtreatmentswillraisethefearofintroducingnewveligersintothefireprotectionsystem.Hence,thestagnantconditionsofthefiresuppressionsystemscannotbereasonablytreatedwiththewatertreatmenttechnologiesthathave.beensuccessfulwithfreeflowingoroncethroughsystems.ThefireprotectionsystemhasnotshownsignsofsystemdegradationthatwouldwarrantourneedtocontinuetheT/Ssurveillancetestingduringthisperiodofrelief.Datacollectedfromthepastfirepumpperformancetestsdemonstratesthispoint.Thefourhighdemandfirepumpsareperformancetestedonaneighteen-monthfrequency.Thepumpperformancedatafromthepastsixyearshasbeenreviewedandthetestresultshaveremainedconsistent.Theother ATTACHMENT1TOAEP:NRC:0692CHPage5componentsofthefireprotectionwatersystemhavealsonotshownsignsofsystemdegradation.Therequiredsystemflusheshavenotindicatedblockageswithinthesystem.Theautomaticvalveshaveactuatedtotheircorrectposition.Inthepast,wehavetakenmeasurestoensurethatthezebramusselshavenotinfestedthefireprotectionwatersystem.Todate,noevidenceoflivezebramusselshasbeenfoundwithinthefireprotectionsystempiping.Thisisbasedoninspectionsofthefixeprotectionpipingandvalvesthatareperformedeachtimeweenterthesystemformaintenance.Wehavealsocontactedourinsurer,AmericanNuclearInsurers,ontheissueoftemporarilysuspendingallwaterflowtestingoffiresuppressionsystemsuntilcompletionofthenewfirepumpandsupplytankproject.Theyhaveendorsedthisposition.5.0NoSinficantHazardsDeterminationWehaveevaluatedtheproposedT/Schangesandhavedeterminedthatthechangesshouldinvolvenosignificanthazardsconsideration.OperationoftheCookNuclearPlantinaccordancewiththeproposedamendmentwillnot:(1)InvolveasinicantincreaseinthexobabilitorconseuencesofanaccidentreviouslevaluatedTheproposedamendmentdoesnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluatedbecauseofthereliabilityofthefireprotectionwatersystemoverthepastyears.ThefireprotectionsystemhasnotshownsignsofsystemdegradationthatwouldwarrantourneedtocontinuetheT/Ssurveillancetestingduxingthisperiodofrelief.Consequently,ourfirefightingcapabilitywillnotbecompromised.Webelievethefireprotectionwatersystemwilladequatelyperformitsfunctionintheeventofafire.Thisisbasedonactionstakentopreventzebramusselinfestationsuchaschemicalbiocidetreatmentsfivetimesa.yearandvisualinspectionduringmaintenanceactivities.Todatewehavefoundnosignsofzebramusselinfestationinthefireprotectionsystem.Inaddition,wenotethatnotperformingthesurveillancetestingwillhelppreventmusselinfestation..Forthesereasonsweconcludethattherelieffromfireprotectionwaterflowtestingwillnotsignificantlyincreasetheprobabilityorconsequencesofanaccident.
IOJ'E ATTACHMENTlTOAEP:NRC:0692CHPage6(2)CreatetheossibilitofanewordifferentkindofaccidentfromanreviouslanalzedTheproposedamendmentdoesnotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyevaluatedbecauseofthereliabilityofthefireprotectionwatersystemoverthepastyears.ThefireprotectionsystemhasnotshownsignsofsystemdegradationthatwouldwarrantourneedtocontinuetheT/Ssurveillancetestingduringthisperiodofrelief.Consequently,ourfirefightingcapabilitywillnotbecompromised.Webelievethefixeprotectionwatersystemwilladequatelyperformitsfunctionintheeventofafire.Thisisbasedonactionstakentopreventzebramusselinfestationsuchaschemicalbiocidetreatmentsfivetimesayearandvisualinspectionduxingmaintenanceactivities.To'atewehavefoundnosignsofzebramusselinfestationinthefireprotectionsystem.Inaddition,wenotethatnotperformingthesurveillancetestingwillhelp~preventmusselinfestation.Forthesereasonsweconcludethattherelieffromconductingfireprotectionwaterflowsurveillancetestingwillnotcreatethepossibilityofanewordifferentkindofaccidentfiomanypreviouslyevaluated.(3)InvolveasnicantreductionnamaxinosafetThisproposedamendmentdoesnotinvolveasignificantreductioninthemarginofsafetybecauseofthereliabilityofthefireprotectionwatersystemoverthepastyears.ThefireprotectionsystemhasnotshownsignsofsystemdegradationthatwouldwarrantourneedtocontinuetheT/Ssurveillancetestingduringthisperiodofrelief.Consequently,ourfirefightingcapabilitywillnotbecompromised.Webelievethefireprotectionwatersystemwilladequatelyperformitsfunctionintheeventofafire.Thisisbasedonactionstakentopreventzebramusselinfestationsuchaschemicalbiocidetreatmentsfivetimesayearandvisualinspectionduringmaintenanceactivities.Todatewehavefoundnosignsofzebramusselinfestationinthefireprotectionsystem.Inaddition,wenotethatnotperformingthesurveillancetestingwillhelppreventmusselinfestation.Forthesereasonsweconcludethatanyreductioninthemarginofsafetywouldnotbesignificant.Consequently,theproposedamendmentdoesnotinvolveasignificantreductioninthemarginofsafety.
