Thisletteranditsattachmentsconstituteanapplicationforamendmentofthelicenseconditionsandtechnicalspecifications(T/Ss)fortheDonaldC.CookNuclearPlantUnits1and2.Specifically,thechangesproposedinthisletteraretoaccommodatetheNRCfinalrulings,publishedinFederalRegister,Volume57,Number169,August31,1992,entitled"ReducingtheRegulatoryBurdenonNuclearLicensees."Inaddition,changesweremadetotheNSDRCchartertoreflectarecentcorporatereorganization.WebelievetheproposedchangestotheT/SsmeettheregulatoryrequirementsfortheRadioactiveEffluentReleaseReport.TheNRCfinalrulingthataddressesthereductionoftheregulatoryburdenonnuclearlicenseesallowsthelicenseetosubmittheirradioactiveeffluentreleasereportannuallyinlieuofsemi-annually.ThereasonsfortheproposedchangesaretocomplywiththeNRCfinalrulingandtoreflectacorporatereorganization;wehave,therefore,notincludedfurtherjustificationnordowebelieveanysignificanthazardconsiderationsarenecessary.Webelievethattheproposedchangeswillnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountofanyeffluentsthatmaybereleasedoffsite,or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.Thesechangesdonothaveanysignificantenvironmentalimpact.TheproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommitteeandbytheNuclearSafety.andDesignReviewCommittee.2200289304220164930416PDRADOCK05000315P-,PDR-
