ThisletteranditsattachmentsrequestchangesinseveraloftheAppendix'A'echnicalSpecificationsfortheDonaldC.CookNuclearPlantUnitNos.1and2.Attachment1isthedescriptionof'hechanges.Attachment2containstherevisedTechnicalSpecificationpages.Anumberofthesechangesareeditorial.Allchangeshavebeenindicatedbyaverticallineontherighthandsideofthepage.WerequestthattheNRCfileandprocessthisTechnicalSpecificationchangepackageasasingleamendment.TheseproposedTechnicalSpecificationshavebeenreviewedandapprovedbythePlantNuclearSafetyCoraIIittee.Theresultofthesereviewsisthattheseproposedrevisionswillnotadverselyaffectthehealthandsafetyofthepublic.ChangeNos.4,5and6'avebeenreviewedbytheAEPSCNuclearSafetyandDesignReviewCommittee(NSDRC).TheNSDRCconcurswiththePlantPNSRCfindings.TheremainingchangeswillbereviewedatthenextmeetingoftheNSDRCscheduledforJune9,1981.

ItisourunderstandingthattheintentofSpecification3.2.1istore-quireLERsubmittalonlyinthoseinstanceswhenthecumulativepenaltydeviationexceeds,theallowablevaluesspecifiedintheactionstatementofthespecification.However,ourpresent.Specification3.2.1doesnotreflectthisunderstanding.InordertoclarifytherequirementsofthespecificationandtominimizesubmittalofunnecessaryLERs,wearere-questingthataSection3.2.l.dbeaddedtotheexistingAFDspecification.The-revisedTechnicalSpecificationpagesreflectthisproposedchange.Unit2;Page3/4l-ll;Section4.1.2.3Thecentrifugalchargingpumps,when=testedonrecirculationflowduringmodes5and6,,mustdevelopadischargepressure2390psig.The15psipressuredifferencebetweendischargepressuresofthepumpduringModes5and6andduringModes1-4-is-due-toa.difference.in-the'VolumeControlTank(VCT)pressureinthosemodes.ThiswasreflectedintheUnit1TechnicalSpecifications.earlierandisnowbeingrevisedaccordingly,intheUnit2TechnicalSpecification.ChaneNo.5Unit1;Page3/46-35;Section4.6.5.6Unit2;Page3/46-44;Section4.6.5.6TheintentoftheCeqfanmotorcurrentsurveillanceistocheckfordisengageddriveshafts,brokenfanblades,frozenorbadbearings,andothermalfunctionsinthefan-motorsystemwhichwouldcauseasignificantdeviationfromthenormalmotorload.Ourreviewosurveillancetestdataindicatesthattheaveragecurrentobservedduringtestsislessthan56amperesandtherangeofdeviationsundernormalyetvariableoperatingconditions.isslightlygreaterthan10amperes.MearethereforerequestingachangetoSpecification4.6.5.6.btoread:"b.Verifyingthatwiththereturnairfandampersclosed,thefanmotorcurrentis56+10A'1PSwhenthefanspeedis880+20RPM.ThisenvelopewouldboundallnormaloperatingreadingsandensurethattheintentoftheSpecification,todetectaninoperablesystem,ismet."
