Attachment1toAEP:NRC:1186Page3Forexample,currently,withanaccumulatorinoperableduetocausesotherthanaclosedisolationvalve,onehourisallowedtorestoreoperabilityortheunitmustbeplacedinMode4within8hours(Unit1).Withthenewactionstatements,12hoursisallowed(beyondtheinitialonehour)toreachtheterminalpoint,whichisMode3withpressurizerpressurebelow1,000psig.TherequirementinthepresentT/SstoimmediatelyopenaclosedisolationvalveorplacetheplantinMode3withinonehourhasbeenremoved.Withtheproposedactionstatements,aclosedisolationvalvewouldbetreatedthesameasotherinoperabilityconditionsfortheaccumulators.Onehourwouldbepermittedtoopenthevalve,ortheunitmustbeplacedinMode3withinthenext6hoursandpressurizerpressurereducedbelow1,000psigwithinthefollowing6hours.Althoughlessconservative,thischangeallowsashutdowntoproceedinamoreorderlyfashionandinthissensemayrepresentanenhancementtosafety.ThenewactionstatementsareconsistentwithNUREG1431,andassuchhavebeenacceptedbytheNRC.AsstatedinNUREG1431,"...theallowedCompletionTimesarereasonable,basedonoperatingexperience,toreachtherequiredplantconditionsfromfullpowerconditionsinanorderlymannerandwithoutchallengingplantsystems."ThecreationofanewactionstatementforaccumulatorboronconcentrationbeingoutsidetheT/Slimitchangestheallowableoutagetimeforthisconditionfromonehourto72hours.AsstatedinNUREG1431,boronintheaccumulatorscontributestotheassumptionthatthecombinedECCSwaterinthepartiallyrecoveredcoreduringtheearlyrefloodingphaseofalargebreakLOCAissufficienttokeepthatportionofthecoresubcritical.Oneaccumulatorbelowtheminimumboronconcentrationlimit,however,willhavenoeffectonavailableECCSwaterandaninsignificanteffectoncoresubcriticalityduringreflood.BoilingofECCSwaterinthecoreduringrefloodconcentratesboroninthesaturatedliquidthatremainsinthecore.Inaddition,currentanalysistechniquesdemonstratethattheaccumulatorsdonotdischargefollowingalargemainsteamlinebreakforthemajorityofplants.Eveniftheydodischarge,.theirimpactisminorandnotadesignlimitingevent.Thus,the72hoursisallowedtoreturntheboronconcentrationtowithinlimits."TheminimumT/SlimitonboronconcentrationisusedinthepostLOCAboronconcentrationcalculation.Thecalculationisperformedtoassurereactorsubcriticalityina-postLOCAenvironment.OfparticularinterestisthelargebreakLOCA,sincenocreditistakenforcontrolrodassemblyinsertion.AreductionintheaccumulatorminimumboronconcentrationwouldproduceasubsequentreductionintheavailablecontainmentsumpconcentrationforpostLOCAshutdownandanincreaseinthemaximumsumppH.Themaximumboronconcentration's

Attachment1toAEP:NRC:1186Page4usedindeterminingthecoldlegtohotlegrecirculationinjectionswitchovertimeandminimumsumppH.AlthoughtheaffectoftheaboveitemsisnotspecificallyaddressedintheNUREG1431justificationofthe72houractionstatementforboronconcentration,itisnotedthatduetotherelativelysmallsizeofanaccumulatorcomparedtoothersourcesofwaterinthecontainmentsumppost-LOCA(approximately7,000gallonsforanaccumulatorversusapproximately350,000gallonsfortheRWSTandapproximately300,000gallonsofmeltedboratedice),theimpactofboronconcentrationbeingoutsideoftheT/SonsumppHoronlongtermsubcriticalitywouldbeexpectedtobesmall.B.SurveillanceRequirementsT/S4.5.1.dWeareproposingtodeleteT/S4.5.1.d.Thissurveillancerequirementrequiresverificationatleastonceper18monthsthateachaccumulatorisolationvalveopensautomaticallyuponreceiptofasafetyinjectiontestsignal.ThechangeisconsistentwithNUREG1431,and,assuch,hasbeenacceptedbytheNRC.T/S4.5.1.a.2requiresverificationevery12hoursthateachaccumulatorisolationvalveisopen.Additionally,T/S4.5.1.crequiresverificationevery31daysthatpowertotheisolationvalveoperatorisdisconnectedbyremovalofthebreakerfromthecircuit.Thus,theT/Scontainsadequatecontrolstoensurethattheaccumulatorisolationvalvesareopenintherequiredmodes,andverificationofautomaticopeningcapability,althoughconservative,isredundant.ThisredundancywascorrectedinNUREG1431byeliminationoftherequirementtoverifyautomaticopeningoftheaccumulatorisolationvalves.2.T/S4.5.1.bAspresentlywritten,T/S4.5.1.brequiresverificationofaccumulatorboronconcentrationevery31days,andwi.thin6hoursaftereachsolutionvolumeincreaseofgreaterthanorequalto1Xofthetankvolume.Thefirstchangeweareproposingtothissurveillancerequirementistoexplicitlystatethattheboronconcentrationverificationfollowingasolutionadditionisonlyrequiredfortheaffectedaccumulator.AlthoughthisisimplicitinthepresentT/S,the,changeaddsclaritytotheT/SbyremovingvaguenessfromtheT/SandmakesthewordingmoreconsistentwiththeNUREG1431T/Ss.ThesecondchangeistoexcludevolumeadditionsfromtheRWSTfromthosevolumeadditionsrequiringverificationofaccumulatorboronconcentration,providedtheRWSThasnotbeendilutedsinceverifyingthattheRWSTboronconcentrationisequaltoorgreaterthantheaccumulatorboronconcentrationlimit.T/Ss Attachment1toAEP:NRC:1186Page53/4.1.2.8(BoratedWaterSources-Operations)and3/4.5.5(RefuelingWaterStorageTank)requireanidenticalboronconcentrationfortheRWSTasfortheaccumulatorsduringoperation.AsstatedinNUREG1431,"Ztisnotnecessarytoverifyboronconcentrationiftheaddedwaterinventoryisfromtherefuelingwaterstoragetank(RWST),becausethewatercontainedintheRWSTiswithintheaccumulatorboronconcentrationrequirements.ThisisconsistentwiththerecommendationofNUREG-1366."3~T/S4.5.1.aWeareproposinganeditorialchangetoUnit1T/s4.5.1.a.l.Specifically,weareproposingtochangetheterm"waterlevel"to"containedboratedwatervolume"inordertoachieveconsistencywiththeUnit2T/SsandwiththewordinginNUREG1431.TheproposedchangestothissectionareconsistentwithNUREG1431,andassuchhavealreadybeenacceptedbytheNRC.CiBasesChangestotheBaseswererequiredtoreflecttherevisedactionstatements.TheBasesdiscussionontheactionstatementsisconsistentwithNUREG1431.ZIZZ10CFR50.92CRITERIAPer10CFR50.92,aproposedchangedoesnotinvolveasignificanthazardsconsiderationifthechangedoesnots1~involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,2~createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated,or3~involveasignificantreductioninamarginofsafety.
I Attachment1toAEP:NRC:1186Page6Criterion1Thelimitingconditionsforoperationinvolvingtheaccumulatorarenotalteredbythisproposedchange.Thesurve'illancerequirementsarelessenedsomewhatbytheproposedchanges.Therequirementtotesttheautomaticactuationoftheaccumulatorisolationvalveswasredundanttoexistingsurveillancerequirementsthatrequiredthevalvestobeverifiedopenandwithpowerremoved.Therequirementtotesttheaccumulatorboronconcentrationfollowinga1Xorgreatersolutionvolumeincreas'ewasmodifiedtoexcludevolumeadditionsfromtheRWST,since,perT/Ss,theRWSTboronconcentrationrequirementsduringoperationareidenticaltothosefortheaccumulator.TheproposedchangesareconsistentwithNUREG1431,and,assuch,havealreadybeenfoundacceptablebytheNRC.Therefore,itisconcludedthattheproposedamendmentdoesnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Criterion2Nochangestothelimitingconditionsforoperationoftheaccumulatorsareproposedaspartofthisamendmentrequest.Theproposedchangesdonotinvolveanyphysicalchangestotheplantorchangestoplantoperations.Thus,theproposedchangesdonotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Criterion3Thelimitingconditionsforoperationinvolvingtheaccumulatorarenotalteredbythisproposedchange.Thesurveillancerequirementsarelessenedsomewhatbytheproposedchanges.Therequirementtotesttheautomaticactuationoftheaccumulatorisolationvalveswasredundanttoexistingsurveillancerequirementsthatrequiredthevalvestobeverifiedopenandwithpowerremoved.Therequirementtotesttheaccumulatorboronconcentrationfollowinga1XorgreatersolutionvolumeincreasewasmodifiedtoexcludevolumeadditionsfromtheRWST,since,perT/Ss,theRWSTboronconcentrationrequirementsduringoperationareidenticaltothosefortheaccumulator.AlltheproposedchangesareconsistentwithNUREG1431,and,assuch,havealreadybeenfoundacceptablebytheNRC.Therefore,itisconcludedthattheproposedchangesdonotinvolveareductioninamarginofsafety.Lastly,wenotethattheNRChasprovidedguidanceconcerningthedeterminationofsignificanthazardsconsiderationbyprovidingcertainexamples-(48FR14870)ofamendmentsconsiderednotlikelytoinvolvesignificanthazardsconsideration.Thesixthoftheseexamplesreferstochangesthatmayresultinsomeincreasetotheprobabilityorconsequencesofapreviouslyevaluatedaccident,buttheresultsofwhicharewithinacceptablelimits.Asdiscussedabove,theproposedchangesareconsistentwithchangesfoundacceptablebytheNRCinNUREG1431.Therefore,we g~
