Attachment1toAEP:NRC:1185Page1I.ESCRIPTIONOFCHANGESTheproposedamendmenttoTechnicalSpecifications(T/Ss)3/4.6.1.7makesthefollowingspecificchangestotheCookNuclearPlantUnits1and2T/Ss:T/S3/4.6.1.7A.RevisestheLimitingConditionforOperationforspecification3/4.6.1.7(onpage3/46-9a)toredefinetheconditionsinwhichitispermissibletooperatethecontainmentpurgesystemwheninMODES1,2,3,and4.TheproposedLimitingConditionforOperationwouldbemodifiedtoread:"Thecontainmentpurgesupplyandexhaustisolationvalvesshallbeclosedexceptwhenoperationofthecontainmentpurgesystemisrequiredfor;pressurecontrol,ALARA,andrespirableairqualityconsiderationsforpersonnelentryandforsurveillancetestingandmaintenanceactivities."B.RevisetheBasesforspecification3/4.6.1.7(pageB3/46-2a)toreflecttheactivitieswhichallowpurginginMODES1,2,3,and4,asdefinedabove.Additionalchangestothebaseswillinclude,1)increasingtheallowablepurgetimefrom200to240hours,2)addingareferencetotheabilityofthepurgeisolationvalvestocloseagainstLOCAforces,therebyassuring10CFR100guidelinesaremaintained,and3)deleting"**"notescorrectedduringpreviousamendments.IX.JUSTIFICATIONFORCHANGEST/S3/4.6.1.7WeproposetochangethewordinginboththeLimitingConditionForOperationandtheBasesofT/S3/4.6.1.7toallowlimitedcontainmentpurgingwhileinMODES1,2,3,and4forreasonsotherthan"safetyrelatedreasons."Ascurrentlywritten,.useofthecontainmentpurgesystemduringMODES1,2,3,and4islimitedto"safetyrelatedreasons."Thesearedefinedas"theneedtoimprovecontainmentworkingconditions,e.g.,reduceairborneactivity,toperformsurveillanceand/ormaintenanceonasafety-relatedsystemorpieceofequipment."Additionally,purgeoperationislimitedto200hours,perthetechnicalspecificationbases.Therestrictivenessofthiswordingresultsinunnecessaryhardshiptooperators,maintenancetechnicians,instrumenttechnicians,andotherplantworkersperformingroutinetasksincontainment.Forexample,maintenanceactivitiesrelatedtotheuppercontainment

-aIne Attachment1toAEP:NRC:1185Page2ventilationsystemsandtheglycolfloorcoolingsystemrepresentrequiredactivitiesonequipmentwhichisnotcharacterizedas"safetyrelated."Achangetothespecificationwouldallowthelimiteduseofcontainmentpurgetoaddressadverseenvironmentalconditions(i.e.,temperature,humidity,and/orpressure),ALARAconcerns,andtoassurethatrespirableairqualityismaintained.Itshouldbenotedthattheuseofthepurgesystemtosupporttheaboveactivitieswouldberestrictedtooccasionswhentheexistingairfiltrationandtemperaturecontrolsystemswerenotsufficienttoprovideacontainmentatmospheresupportiveofworkingconditions.AnadditionalchangetoT/S3/4.6.1.7istoincreasethecurrentpurgelimitof200hoursperyearto240hours.Theoriginaltimelimitwascalculatedbasedonaunitcapacityfactorof77X.Asaresultoflongeroperatingcyclesandimprovedplantperformance,theCookNuclearPlantcapacityfactorisnowforecastedtobe93X.Utilizingthesamecalculationwhichestablishedthe200hourlimit,andincreasingthecapacityfactorto93Xyieldsavalueof240hours.ThisincreasedtimeallotmentreflectstheadditionaltimetheunitwillremaininMODES1,2,3,and4witha93Kcapacityfactor.Asstatedinthetechnicalspecificationbases,thecontainmentpurgesystematCookNuclearPlanthasbeendesignedinaccordancewithNRCBranchTechnicalPositionCBS6-4,Rev.1,anddemonstratedtobecapableofclosureagainstthedynamicforcesassociatedwithalossofcoolantaccident.Thepurgevalveswillreceiveacontainmentventilationisolationsignalonbothasafetyinjectionandhighradiationsignalsandclosewithin5seconds.InaccordancewiththeaboveBranchTechnicalPosition,thepotentialsiteboundarydoseswerecalculatedbasedontheoriginalanalysisusedtodeterminetheradiologicalconsequencesofalossofcoolantaccident.Theresultsofthisanalysisindicatedatotalthyroiddoseof165remforthe0-2hoursiteboundarydoseandawholebodydoseof9.32rem.Sincephysicalchangeswillnotresultfromtheproposedamendment,thesiteboundarydoesguidelinesof10CFR100(300remthyroidand25remwholebody)willnotbeexceededintheeventofanaccidentduringcontainmentpurgingoperations.Theadditionof40hoursofallowableannualpurgetimewillnotresultinasignificantincreaseintheamountofeffluentreleased.TheOffsiteDoseCalculationManual(ODCM)ensuresthatthedoserateatanytimeattheSITEBOUNDARYfromgaseouseffluentfromallunitsonthesitewillbewithintheannualdoselimitsofAppendixB,Table2,Column1of10CFR20forUNRESTRICTEDAREAS.Thesespecificationswillbestrictlyadheredtoduringanyreleaseviathepurgepathway.

Attachment1toAEP:NRC:1185Page3Inconclusion,webelievethattheproposedtechnicalspecificationswillnotaffectsystemcapabilityorintroduceanewordifferentmodeofpurgesystemoperationnotpreviouslyaddressedintheaboveanalysis.III.10CFR5092CRITERIAPer10CFR50.92,aproposedchangedoesnotinvolveasignificanthazardsconsiderationifthechangedoesnot:involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,2.createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated,or3.involveasignificantreductioninamarginofsafety.CriteronThepurposeofthisamendmentistoallowflexibilityintheuseofthecontainmentpurgesystemduringMODES1,2,3,and4.Theuseofthissystemduringthesemodesofoperationhaspreviouslybeenapproved(AmendmentNo.66).Therefore,thisamendmentrequestdoesnotinvolvea,significantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluatedbecausetheproposedchange'otheT/Ssdoesnotaffecttheassumptions,parameters,orresultsofanyUFSARaccidentanalysis.Basedontheexistingsystemdesignanddemonstratedclosurecapabilityitisconcludedthattheproposedchangesdonotmodifytheresponseofthecontainmentduringadesignbasisaccident.Theproposedamendmentdoesnotaddormodifyanyexistingequipment.Basedontheseconsiderations,itisconcludedthatthechangesdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Criterion2Theproposedchangedoesnotinvolvephysicalchangestotheplantorchangesintheplantoperatingconfiguration.Thus,itisconcludedthattheproposedchangedoesnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.

Attachment1toAEP:NRC:1185Page4Criterion3Themarginforsafetypresentlyprovidedisnotreducedbytheproposedchange.Asdiscussedpreviously,thecontainmentpurgevalveshavebeendesignedanddemonstratedcapableofclosureagainstthedynamicforcesresultingfromalossofcoolantaccident.Theproposedamendmentdoesnotimpacttheabilityofthepurgevalvestoperformtheirintended.function(i.e.achieveclosure)intheeventofanaccident.Basedontheseconsiderations,itisconcludedthatthechangesdonotinvolveasignificantreductioninamarginofsafety.IV.CONCLUSIONInconclusion,webelievethattheproposedchangedoesnotinvolvesignificanthazardsconsiderationsbecause,asdemonstratedinthepreviousdiscussions,operationoftheCookNuclearPlantinaccordancewiththechangeswouldnot:involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,2.createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated,or3.involveasignificantreductioninamarginofsafety.
