Attachment1toAEP:NRC:0896VPage2C.10CFR502CRITERIAPer10CFR50.92,aproposedchangedoesnotinvolveasignificanthazardsconsiderationifthechangedoesnot:involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated,orinvolveasignificantreductioninamarginofsafety.Criterion1ThesafetyfunctionoftheEDGsistosupplyacelectricalpowertoplantsafetysystemswheneverthepreferredacpowersupplyisunavailable.Throughsurveillancerequirements,theabilityoftheEDGstomeettheirloadandtimingrequirementsistestedandthequalityofthefuelandtheavailabilityofthefuelsupplyaremonitored.Reductionofthe24hourrunto8hourswillnotreducethesurveillancefactorsunderconsiderationandwillsufficientlyexercisetheEDGanditssupportsystemstoidentifypotentialconditionsthatcouldleadtoperformancedegradation(SeeAttachment4).Basedontheseconsiderations,itisconcludedthattheproposedchangesdonotinvolveasignificantincrease'ntheprobabilityorconsequencesofanaccidentpreviouslyevaluated.0Criterion2Theproposedchangesdonotinvolvephysicalchangestotheplantorchanges.in'lantoperating.configuration.Thechangesonlyinvolvethereductionof'18moth24:hourEDG.survei3.lanpetestdur'ation,Thus,',it.is'"~'.concludedthatthe.proposedchanges.donot'create'hepossibilityof".anewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Criterion3Althoughthedurationofthe18month24hourEDGsurveillancetestwouldbereduce'd,theEDGcomponentswillcontinuetobesufficientlyexercisedsuchthattheabilitytodetectincipientanddegradedconditionswillbemaintained(SeeAttachment4,Figure2).Theproposedchangeshavebeendeterminedtobecompatiblewithourplantoperatingexperienceandcommensuratewithpastsurveillancetestresults.Basedontheseconsiderations,itisconcludedthattheproposedchangesdonotinvolveasignificantreductioninamarginofsafety.
