Attachment1toAEP:NRC:0398ASIntroductionPage1ThepurposeofthesechangesistoclarifythedescriptionofcontrolroomventilationsystemoperationthatisincludedinthepresentT/Ss.ThesechangeswereoriginallyproposedtotheNRCinourletterAEP:NRC:08560,datedJuly10,1986,aspartofalargergroupofproposedchangesrelatedtoNUREG0737ZtemZIZ.d.3.4,"ControlRoomHabitability."Thesechangesweresubsequentlywithdrawn,andsubmittedinrevised>>forminourletterAEP:NRC:0398R,datedJune29,1989.Forreasonsunrelatedtothespecificchangesproposedinthisletter,thechangeswereagainwithdrawn(ref.AEP:NRC:0398T,datedJune15,1990),peragreementwiththeNRC,withanunderstandingthattheywouldberesubmittedfollowingNRCapprovalofour10CFR50AppendixBcontrolroomdoseanalysesthatweresubmittedseparatelyinourletterAEP:NRC:0398AA,datedApril7,1995.InordertoensurethatourT/Ssaccuratelydescribethedesignofthecontrolroomventilationsystem,andfollowingdiscussionswithourNRCresidentinspector,wenowareproposingtoresubmitthespecificchangesdescribedbelow,apartfromthoselastproposedinAEP:NRC:0398R.ThechangessubmittedheredonotdependonthecontrolroomdosecalculationscurrentlyunderNRCreview.ControlRoomVentilationSstemVariousroomsareservedbythecontrolroomventilationsystem,includingthecontrolroomitself,theHVACmachineroom(whichhousesthevariousventilationequipment),andthecomputerroom.Duringnormaloperation,outdoorairisdrawnintothesystemthroughthenormalairconditioningunitsandsuppliedtothecomputerroomandthecontrolroom.Thecomputerroomandthemachineroomareconnectedbyanopengrating.Returnflowisdrawndirectlyfromthecontrolroomandthemachineroom.Intheeventofaradiologicalaccident,thesystemwouldautomaticallyberealignedinthe"pressurization/cleanup"mode.Thiswouldoccuronasafetyinjection(SI)signalfromeitherunit.Inthismode,thepressurizationfansstart,drawingairthroughthecleanupsystem'sroughing,highefficiencyparticulateair(HEPA),andcharcoalfilters.Dampersautomaticallyrealigntopreventunfilteredairfrombeingdrawnintothesystemandtoproviderecirculationcapabilitywithinthethreeroomcomplex.Thepressurizationunitfansmaintainthecontrolroomatpositivepressuretolimitthepotentialinfiltrationofunfilteredradioactiveair.DescritionofandJustificationforChanesAspresentlywritten,T/S4.7.5.1.e.2instructsustoverifyevery18monthsthat:"OnasafetyinjectionsignalfromeitherUnit1orUnit2,oronacontainmentphaseAisolationsignal,thesystemautomaticallydivertsitsinletflowthroughtheHEPAfiltersandcharcoaladsorberbankandthateitherfancanthenbemanuallystartedintherecirculationmode."

Attachment1toAEP:NRC:0398ASPage2ThisdoesnotadequatelydescribetheCookNuclearPlantcontrolroomventilationsystemforthefoilowingreasons:(1)AutomaticsystemactuationoccursonanSIsignalfromeitherunit.TheSIsignalwillalsoinitiatetherespectiveunit'sphaseAcontainmentisolationsignal.However,thecontainmentphaseAisolationsignalwillnotitselfinitiateventilationsystemactuation.(2)IntheeventofanSIsignalfromeitherunit,bothpressurizationfanswouldautomaticallystart.Onefanwouldthenbeturnedoffbytheoperatorssothatproperiodineresidencetimeisobtained.TheT/Sascurrentlywrittenimpliesthatthefansmustbeturnedonmanually.(3)OurcontrolroomventilationunitsdonothaveHEPAorcharcoalbypasses.AirisdrawnthroughtheHEPAsandcharcoalwheneverthepressurizationfansarerunning.Therefore,airisnot"diverted"throughtheHEPAandcharcoal,asstatedinthepresentT/STTocorrecttheseitems,weproposetoreviseT/S4.7.5.1.e.2torequireverificationthat:a)Onasafetyinjectionsignalfromunit1,thesystemautomaticallyoperatesinthepressurization/cleanupmode.b)Onasafetyinjectionsignalfromunit2,thesystemautomaticallyoperatesinthepressurization/cleanupmode.Wehaveseparatedthetestingrequirementsfortheunit1andunit2signalstoemphasizethatthesignalfrombothunitsmustbetested,i.e.,thateither/orisnotsufficient.Thesechangesareadministrativeinnature,intendedtoensurethatthedescriptionofthecontrolroomventilationsystemoperationinT/S4.7.5.1.e.2accuratelyreflectsthesystemdesign.Regardir;(1)above,itisnotedthatanSIsignalistheonlysignalwhichwillcausethephas"Aisolationsignaltobeinitiatedautomatically.AnindependentphaseAisolationsignalcanbegeneratedmanuallyfromthecontrolroom.ThisswitchwouldbeusedbytheoperatorsifitwasdeterminedorsuspectedthatarequiredautomaticphaseAsignaldidnotoccurasaresultofasafetyinjectionsignal.TheemergencyoperatingproceduresrequireverificationthatthecontrolroomventilationsystemhasrespondedappropriatelytoanSIsignal.Automaticstartingofthepressurizationfansandalignmentofeachofthesystemdampersisspecificallyverified.Regarding(2)above,CookNuclearPlantdesignisconservativewithregardtotheT/SdescriptionbecausenobypassdampersmustfunctioninordertoprovideflowthroughthecharcoalandHEPAfilters.Regarding(3)above,CookNuclearPlantdesignisconservativewithregardtotheT/Sdescriptionbecausemanualactionisnot,necessarytoprovideafanstart.Rather,bothfansstartautomatically,andthen,asrequiredbytheemergencyoperating Attachment1toAEP:NRC:0398ASPage3procedure,onefanwouldbeshutdownbytheoperatortoensureadequateiodineresidencetime.ThebasesintheCookNuclearPlantT/Ssdonotspecificallydiscussthesurveillancerequirementaddressedinthisamendmentrequest.However,itwasdeterminedtobeprudenttoaddonepieceofclarifyinginformation.Thefollowingisproposedtobeaddedtotheunit1(unit2)specificationbases:"Theunit1(2)controlroomemergencyventilationsystemoperatesautomaticallyonasafetyinjectionsignalfromeitherunit1orunit2.Theautomaticstartfromunit2(1)isonlyavailablewhentheunit2(1)ESFactuationsystemisactiveinmodes1through4inunit2(1)."ThepurposeofaddingthisparagraphistoclearlyaddressanyoperabilityquestionforthecontrolroomemergencyventilationsystemwithrespecttotheoppositeunitstatusandtheavailabilityoftheSIinitiatingsignal.10CFR50.92AnalsisPer10CFR50.92,aproposedamendmentwillinvolveanosignificanthazardsconsiderationiftheproposedamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;(2)createthepossibilityofanewordifferentkindofaccidentfromanypreviouslyanalyzedorevaluated;or(3)involveasignificantreductioninamarginofsafety.Criterion1Thesechangesareadministrativeinnature,intendedtocorrectandclarifytheT/Sdescriptionofcontrolroomventilationsystemoperation.'3ecausenochangestoplantoperationsorphysicalchangestotheplantwilloccurduetothesechanges,theydonotinvolveasignificantincreaseintheprobabilityorconsequencesofapreviouslyevaluatedaccident.Criterion2Becausenochangestoplantoperationsorthephysicalplantwilloccurduetothesechanges,thechangeswillnotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyevaluated.Criterion3Thesechangesareadministrativeinnature,intendedtocorrectandclarifythepresentT/Sswithregardtosystemoperationdescriptions.Thus,thechangesinvolvenoreductioninmarginsofsafety.
