ThisletteranditsAttachmentsrequestchangestotheTechnicalSpecificationsandtheOperatingLicensesfortheDonaldC.CookNuclearPlantUnitsNos.1and2.Theserequestshavebeenpreviouslydiscussedwithmembersofyourstaff,andarebeingmadetoeithersimplifyorclarifythelicenses.AttachmentNos.1and2tothisletteraddresstheproposedchangestothelicensesandthereasonsforthechangesforUnitNos.1and2,respectively.AttachmentNos.3and4tothislettercontaintherevisedTechnicalSpecification(T/S)pages.Allofthechangesareindicatedbyverticalbarsdrawnontherighthandmarginofthepage.Becausetheproposedchangesarepurelyadministrativeinnature/webelievethattheydonotinvolvesignificanthazardsconsiderations,inthattheoperationsoftheDonaldC.CookNuclearPlantUnitNos.1and2,inaccordancewiththeAmendments,wouldnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated;or(3)involveasignificantreductioninmarginofsafety.Thereisreasonableassurancethatthehealthandsafetyofthepublicwillnotbeendangeredbyoperationintheproposedmanner.Furthermore,activitiesrelatedtotheamendmentswillbeconductedincompliancewiththeNRC'sregulationsandwillnotbeinimicaltothecommondefenseandsecurityortothehealthandsafetyofthepublic.TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee(PNSRC)andtheNuclearSafetyandDesignReviewCommittee(NSDRC).8312200494831215,PDRADOCK05000315P'DR~)
