ThisletteranditsattachmentsconstituteanapplicationforamendmenttotheTechnicalSpecifications(T/Ss)fortheDonaldC.CookNuclearPlantUnitNos.1and2.Specifically,weareproposingtomodifyT/S3.9.7.ThemodificationinvolvesdeletionoftheexpirationdateofFebruary28,1987notedinthefootnotetoT/S3.9.7associatedwiththemainloadblockoftheauxiliarybuildingcrane.Thereasonsfortheproposedchangesandouranalysesconcerningsignificanthazardsconsiderationsareasnotedbelow.TheproposedrevisedT/Spagesarecontainedintheattachmenttothisletter.n.!~000'QPn'O~07m,'OA'O~OIL,h.~IXI'.gThefootnotetoT/S3.9.7wasaddedtoourT/SsinAmendments93(Unit1)and79(Unit2).Thefootnoteallowedustooperatetheauxiliarybuildingcranewiththemainloadblockoverthepoolprovidedthemainhoistwasdeenergized.Theamendmentistemporary,withanexpiration'ateofFebruary28,1987pendingthecompletionofaloadblockdropanalysis.InourletterAEP:NRC:0514R,datedJanuary9,1987,wesubmittedtheloadblockdropanalysisperformedbyExxonNuclearCompanyforyourreviewandapproval.SinceourcurrentT/SreliefexpiresonFebruary28,1987,werequestedthatyourreviewbeperformedonanexpeditedbasis.WewereinformedbyyourstaffonJanuary12,1987thattheNRCstaffreviewoftheloadblockdropanalysismaynotbecompletedbyFebruary28,1987,andwewereaskedtorequestaT/SchangetodeletetheFebruary28,1987datefromthefootnoteofT/S3.9.7.Deletingtheexpirationdatefromthefootnotewouldmeanthattheprovisionsofdeenergizingthemainhoistandnoloadonthemainhookremaineffective.WearealsorequestingthatuponNRCapprovaloftheloadblockdropanalysissubmittedinReference1,the(Qasub]ectfootnotetoT/S3.9.7bedeleted.Inthecasethatthefootnoteisdeleted,werequestthatT/S3.9.7indicatethattheloadblockoftheauxiliarybuildingcraneisnotconsideredaheavyload.

I1)1N, Mr,HaroldR.Denton-2-AEP:NRC:0514STheprovisionsnotedinthefootnotetoT/S3.9.7wereevaluatedearlierper10CFR50.92,asreportedinourletter,Reference2.TheNRCSER(Reference3)concludedinpart:"Failureofthemainhoistinthisconditionissignificantlyreducedandwouldpossiblyrequireafailureoftheentirecranesystemtohaveanyeffectonothersystemsorthespentfuel.Themainhoistinthedeenergizedandunloadedconditionwouldnotsignificantlyincreasetheconsequencesorprobabilityofpreviouslyanalyzedaccidentsinvolvingthecranesystemnorwouldthecraneconditioncreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyanalyzed.Sincethefailuremechanismsofthemainhoistandloadblockaresignificantlyreduced,operationinthedeenergized,unloadedmodeoverthespentfueldoesnotinvolveasignificantreductioninamarginofsafety.Therefore,basedontheseconsiderations,theCommissionhasmadeafinaldeterminationthattheamendmentrequestinvolvesanosignificanthazardsconsideration."ThesameprovisionswillcontinuetobeineffectuntilsuchtimeastheNRCcompletesthereviewoftheloaddropanalysis.ThereforethesafetyconclusionsstatedintheearlierSER(Reference3)andAmendments93(Unit1)and79(Unit2)areequallyvalidandapplicablebeyondFebruary28,1987.WebelievethattheproposedextensionoftheprovisionsnotedinthefootnotetoT/S3.9.7.willnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee(PNSRC)andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee(NSDRC)attheirnextregularlyscheduledmeeting.Incompliancewiththerequirementsof10CFR50.91(b)(1),copiesofthisletteranditsattachmentshavebeentransmittedtoMr.R.C.CallenoftheMichiganPublicServiceCommissionandMr.G.BruchmannoftheMichiganDepartmentofPublicHealth.Itisourunderstandingthatthecheckintheamountof$150.00transmittedalongwithoursubmittalAEP:NRC:0514R,datedJanuary9,1987isapplicabletothissubmittalaswell.
