Attachment1toAEP:NRC:1071UPage2REASONANDJUSTIFICATIONFORCHANGESIngeneral,nuclearpowerplanteconomicsdictatelongeroperatingcycles.Withregardtonuclearfuel,thismeanseitherhigherfuelenrichmentsoralargernumberofnewfuelassemblieseachreload.Intoday'smarket,higherenrichmentislessexpensivethanthepurchaseofadditionalfuelassemblies,fromthevariousstandpointsofcostperfuelassembly,efficientuseofuranium,andlong-termspentfuelstoragecosts.SpecificallywithregardtoCookNuclearPlant,althoughthefacilityislicensedforfuelenrichmentsupto5.0weightpercent(w/o)uranium-235isotope(U-235),theenrichmentlimitforthenewfuelstorageracksperT/S5.6.2.2is4.55w/oU-235forWestinghousefueltypes.Thislimitisestablishedduetothefactthat,fortheunboratedwaterdensityfloodingcondition,K,<<is0.9495at4.55w/oU-235,justbelowthe0.95limit.Fortheoptimummoderation(aqueousfoam)floodingcondition,K,<<is0.8974at4.55w/oU-235,wellbelowthe0.98limit.Usingamethodcalled"reactivityequivalencing,"theincreaseinthemaximumnominalfuelassemblyenrichmentlimitto4.95w/oU-235isjustified,providedthatenoughintegralfuelburnableabsorber(IFBA)materialispresentineachfuelassemblytobestoredinthenewfuelstorageracks.Attachment4containsareportbyWestinghouseElectricCorporationentitled"CriticalityAnalysisoftheDonaldC.CookNuclearPlantNewFuelStorageVaultwithCreditforIntegralFuelBurnableAbsorbers."Inthisreport,WestinghouseanalyzedthevariousWestinghousefueltypesusedatCookNuclearPlanttodeterminewhichtypewasbounding.Then,theyanalyzedtheboundingfueltypeforvariousIFBAloadings,inmilligramsofboron-10isotopeperinchoffuelrodlength.Westinghousedetermined(seeTable4ofAttachment4)thatforasmallnumberofIFBAcoatedrods,upto32,(thenumberisavariablecontrolledbythecoredesignerandcandifferforeachfuelassembly)fuelenrichedto5.0w/oU-235canbesafelystoredinthenewfuelstorageracksandcontinuetomeettheK,<<limits.Therefore,usingreactivityequivalencing,anyfuelassemblyplacedinthenewfuelstoragerackswillnothavegreaterreactivitythanafuelassemblyatthecurrentT/Slimit.Table4ofAttachment4providesanadministrativeguidetoensurethateachfuelassemblyintendedforstorageinthenewfuelstoragerackswillmeettheproposedT/Slimitpriortoplacementofthefuelassemblyintheracks.ThewordingforthefootnotewaschosenbecauseitissimilartothewordinginpreviouslyapprovedTechnicalSpecificationschangesfortheFarley,V.C.Summer,andBraidwoodnuclearpowerstations.(Forthereviewer'sreference:FarleyUnit2T/SAmendmentNo.101,V.C.SummerUnit1T/SAmendmentNo.116,andBraidwoodUnits1&2AmendmentNo.58.)ThevalueforthemaximumreferencefuelassemblyK(lessthanorequalto1.4857at684F)wascalculatedinAttachment4.AlthoughtheWestinghousereportprovidesforanincreaseinthenewfuelstorageracklimitforWestinghousefuelupto5.0w/oU-235,duetothenormalmanufacturingenrichmentvariabilityof+0.05w/oU-235,alimitofonly4.95w/oU-235isrequested.AlsosincetheWestinghousereportonlyanalyzedforWestinghousefueltypes,nochangeisrequestedforthenon-WestinghousefueltypeslistedintheproposedTable5.6-1.
