~.~IIi U.S.NuclearRegulatoryCommissionPage2IAEP:NRC:0906HOurinvestigationoftheTDAFPsurveillancehasshownthatthe310psigvaluecontainedintheT/Sisnotrelatedtoassumptions.orsafetyanalysesaddressedintheUFSARchapter14events.Thereareseveralaccidentsidentifiedinchapter,14thatdescribeoperationoftheauxiliaryfeedwatersystemaseitheraprimaryorbackupresourceforcopingwiththetransient.Thesetransientsincludelossofnormalfeedwater,lossofoffsitepower,lossofload,steamlinerupture,andfeedlinebreak.Ofthese,onlythefeedlineruptureanalysistakescreditfortheperformanceoftheTDAFP.Areview,ofthesteamgeneratorpressurecurvesprovidedintheUFSARforthisevent,figures14.2.8-8and14.2.8-4,indicatethatatthetimeauxiliaryfeedwaterflowisinitiated,thesteamgeneratorpressureisabove550psiaandthenincreasestothesteamgeneratorsafetyvalvesetpoint.TheUFSARchapter14.2.8analysisstatesthattheauxiliaryfeedwaterflowconditionsare685gpmtoasteamgeneratoratapressureof1133psia.Undertheseconditions,thepressureattheTDAFPinletisfargreaterthanthe310psigstatedintheT/S,confirmingouropinionthatthisvalueisnotrelatedtotheaccidentanalysis.Thefollowingcommentintheinspectionreportacknowledgesourconclusion."...theinspector'sreviewofthedesignbasisandlicensingbasisoftheTDAFWPconfirmedthelicensee'sstatementthattheTDAFWPswerenottakencreditforinanyaccidentanalysisatthesecondarysidepressureof310psig."Attachment1tothisletterprovidesadetaileddescriptionoftheproposedchanges,thejustificationofthechanges,andourdeterminationofnosignificanthazardsconsiderationperformedpursuantto10CFR50.92.Attachment2containstheexistingT/Spagesmarkedtoreflecttheproposedchanges.Attachment3containstheproposedT/Spages.Webelievetheproposedchangeswillnotresultin:(1)asignificantchangeinthetypesofanyeffluentthatmaybereleasedoffsite;or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.Theseproposedchangeshavebeenreviewedandapprovedbytheplantnuclearsafetyreviewcommitteeandwillbereviewedbythenuclearsafetyanddesignreviewcommitteeatthenextscheduled.meeting.Incompliancewiththerequirementsof10CFR50.91(b)(1),copiesofthisletteranditsattachmentshavebeentransmittedtotheMichiganPublicServiceComm'issionandMichiganDepartmentofPublicHealth.TheT/SpagessubmittedwiththisletterwillbeimpactedbytheT/S.pagechangessubmittedinourAEP:NRC:0433Pletter,"AdministrativeCorrections",datedMarch26,1997.Themarkupsattachedtothissubmittaldonotaccount,foranyapprovalor

Attachment1toAEP:NRC:0906HPage2(3)involveasignificantreductioninamarginofsafety.CRITERION1rTheproposedchangeswillnotsignificantlyincreasetheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Thisisanadministrativechangeintendedtoclarifythetechnicalspecification.Therewillbenochangetothetestprocedureasaresultofthisclarification.TheproposedchangebettercorrelateswiththeaccidentrequirementsforwhichTDAFPflowisrequired,andthechangeisconsistentwiththepresentrequirementoftestingtheTDAFPatasecondarysidepressuregreaterthan310psig.CRITERION2Theproposedchangeswill'notcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Theproposedchangedoesnotphysicallymodifytheplant,nordoes,itresultintheinstallationofequipmentwhichcouldintroduceanewfailuremechanism.CRITERION3Theproposedchangedoesnotinvolveasignificantreductioninamarginofsafety.Theproposedchangedoesnotaffecttheperformanceof-theTDAFP.Thus,theTDAFPremainscapableofprovidingtherequiredflowunderaccidentconditions,andnosafetymarginsarereduced.Thisisanadministrativechangeintendedtoclarifythetechnicalspecification.Therewillbenochangetothetestprocedureasaresultofthisclarification.
