~~ATTACHMENT1TOAEP:NRC:1274SUPPORTINGANALYSESFORAMENDMENTTOTHETECHNICALSPECIFICATIONSSAFETYINJECTIONPUMPRUNOUTFLOWLIMITS Attachment1toAEP:NRC:1274Page1BackroundAmendmentnumbers84(6/24/85)and64(6/18/84),respectively,totheunit1andunit2.technicalspecifications(T/Ss)incorporatedachangetotheallowablesafetyinjection(SI)pumprunoutlimitsinT/S4.5.2.h.ThechangeraisedthepermissiblerunoutflowofasingleSIpumpfrom650gpmto700gpm.ThepumprunoutflowchangeswerenecessitatedbyphysicalchangestotheSIpumpminiflowrecirculationlines.Thesephysicalchangesincreasedminiflowcapacityfrom30gpmtoapproximately60gpmanditwasanticipatedthattheincreasedminiflowwouldmakeitdifficulttoachievealloftheSIpumpdesignflowobjectiveswithoutexceedingthe650gpmrunoutlimitexistingatthattime.Thejustificationforthechangefrom650to700gpmwasbasedonvendortesting(DresserIndustries)ofasingleCookNuclearPlantreplacementsafetyinjectionpumpandaspareelement.Thetestingestablishedsafepumpoperationuptoamaximumflowof700gpm.WeconfirmedthattheavailablenetpositivesuctionheadtotheSIpumps,asinstalledattheplant,wasgreaterthanthatrequiredtosafelyachieve700gpmduringthevendortesting.Therefore,webelievedthistestingwasalsoapplicabletothethree(untested)installedpumps.In1991,wereceivedcorrespondencefromWestinghouseindicatingthatthegenericrunoutlimitsforPacific2"JTCHpumpswas675gpmunlesseachspecificpumpwastestedtoahigherflow.Atourrequest,DresserreviewedthepumprunoutlimitsforCookNuclearPlant.Basedontheirreview,Dresserconcludedthefollowing:1)forthespecificreplacementpumpandspareelementpreviouslytestedbythem,the700gpmrunoutlimitremainedapplicable(thisappliestotheunit2northpump);and2)forother(untested)SIpumps,Dresser'spositionwastoabidebythegeneralWestinghouselimitof675gpm(thisappliestobothunit1pumpsandtheunit2southpump).Theyindicatedthatmanufacturingtolerancesinsandcastimpellersandmaterialchangesinthepumpcasing(ofthetestedreplacementpump)couldresultintestvariationsthatlimitapplicabilityofthetestingbetweenpumps.Dresseralsoindicatedthatthegenericlimitof675gpmcouldbeincreasedforthethreeuntestedpumps,withappropriateinplaceorvendortesting.ReviewofSIpumpflowbalancingdataindicatedthatproperbalancingcouldbeachievedwithoutexceeding675gpmforthethreepumpsthathadnotbeenspecificallytestedforhigherflows.Procedure12EHP4030STP~208SIgU1&U2ECCSFLOWBALANCESAFETYINJECTlONSYSTEM",waschangedtoadministrativelylimitflowofthethreeuntestedpumpsto675gpm.Basedonproceduralcontrolsforlimitingrunoutflowofthethreeuntestedpumps,weconcludedin1992thattheintentofT/S4.5.2.hwasbeingmetandthatachangetotheT/Sswasnotnecessary.However,additionalrecentreviewhasconcludedthatachangetotheT/Sshouldhavebeeninitiated.ThissubmittalprovidesthenecessarychangeandalsoclarifiesthebasisforsettingtheSIpumprunoutlimits.Thebasesclarificationdescribeswhytheinjectionlineupismoreconservativethanthesumprecirculationlineup(whentheRHRpumpsareprovidingasuctionpressureboost)forpotentialSIpumprunout.ThisisduetosplittingoftheSI

Attachment1toAEP:NRC:1274Page2trainsduringcirculation,resultinginahighersystemresistancethanwitha-singleSIpumpinjectingtoallfourreactorcoolantloops.DescritionofAmendmentReuestTechnicalspecification4.5.2.h(SIsystemsinglepump)isbeingchangedtorequirethemaximumpermittedrunoutflowrateforaSIpumpberestrictedto675gpmunlessthepumpisindividuallyqualifiedtoahigherflowrateofupto700gpm.Currently,T/S4.5.2.hrecognizesarunoutflowrateof700gpmforeachoftheSIpumps.Thebasisisbeingclarifiedtodescribewhytheinjectionlineupduringflowbalancingistheminimumresistanceconfigurationforrunoutconsiderations.JustificationforAmendmentTheproposedamendmentisnecessarytocorrectatechnicaldiscrepancyintherunoutflowlimitforsafetyinjectionpumpsthat,havenotbeenspecificallytestedtothelimitcurrentlyallowedbyT/S4.5.2.h.BasisforNoSignificantHazardsDeterminationInaccordancewith10CFR50.92,thisproposedamendmentdoesnotinvolveasignificanthazardconsiderationifitdoesnot:1)Involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.TheproposedreductionintheSIpumprunoutflowdoesnotincreasetheprobabilityofoccurrenceofanypreviouslyevaluatedaccidentbecausetheSIpumpsarenotconsideredtobeaccidentinitiators.Inaddition,flowbalancingperformedatCookNuclearPlanthasproventheabilitytodelivertheminimumT/Sflowof300gpmtoeachpairofcoldleginjectionpointswithoutexceedingthe675gpm(or700gpm)pumprunoutlimits.Therefore,theemergencycorecoolingsystemperformanceobjectivesof10CFR50.46arenotimpactedandthischangedoesnotinvolveasignificantincreaseintheconsequencesofanaccidentpreviouslyevaluated.2)Createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.ThisproposedchangeimposesagenericlimitonmaximumallowableflowforuntestedSIpumps.Nophysicalsystemchangesorchangesinoperatingmodesarebeingmadethatcouldintroducenewordifferentkindsofaccidentsfromthosepreviouslyevaluated.Asdiscussedin(1)above,theSIpumpsarenotconsideredaccidentinitiators,andthisstatusisnotaffectedbythechangetotheSIpumprunoutlimits.

Attachment1toAEP:NRC:1274Page33)Involveasignificantreductioninamarginofsafety.ThischangereflectsareducedmaximumsinglepumpflowtobeobservedduringflowbalancingoftheSIsystem.FlowbalancetestingatCookNuclearPlanthasdemonstratedtheabilitytomeetSIflowrequirementswhilemaintaininganadequatemargintotherevisedlowerrunoutlimitsbeingproposedbythissubmittal.BecausetheminimumrequiredSIflowdeliveredtothecorehasnotbeenreducedbythischange,thechangedoesnotinvolveareductioninamarginofsafety.Basedonthepreceding,theevaluationconcludedthattheproposedchangetotheSIpumprunoutlimitsdoesnotinvolveasignificanthazardsconsiderationasdefinedin10CFR50.92.
