| Description | Technical Specification 5.4.1.a requires, in part, that written procedures shall be established, implemented, and maintained covering the applicable procedures recommended in Regulatory Guide 1.33, Revision 2, Appendix A. Regulatory Guide 1.33, Revision 2, Appendix A, Item 1.i, requires, in part, procedures for access to containment. Contrary to the above, as of September 17, 2011, the licensee failed to establish an adequate procedure to access containment. Specifically, STA-620, Containment Entry, Revision 12, failed to include requirements to verify that the containment airlock sealing surfaces were free of debris when operating the door. The licensee documented the issue in Condition Report CR-2011-010210. This condition was not an actual open pathway in the containment barrier and determined to be of very low safety significance. This non-cited violation addresses the enforcement aspect of the licensee event report documented in Section 4OA3.2. |
