AttachmentBThedesignmodificationwillremovetherequirementforpressurizerlowlevelcoincidentwithpressurizer(primarysystem)lowpressurehforautomaticSafetyInjection(SI)initiation.Theexistinglogicprovidesthreechannelswithseriespressureandlevelcontacts(logicalAND)asshowninFigurel.AnyoneofthesethreechannelswillinitiateS.I.oncoincidentlowlevelandlowpressureinthepressurizer.Becausesteamvoidscanformduringadepressurizationevent,sufficientprimarycoolantmaybedisplacedinthereactorvesseltopreventpressurizerlevelfromfallingbelowthelowlevelsetpoint,thusblockingautomaticinitiationofSafetyInjection.InaccordancewithNRCBulletin79-06A,thisdesignmodificationdeletesthepressurizerlowlevelcoincidencefromlowpressurizerpressureSafetyInjection.Themodifieddesignwillinitiatesafetyinjectionwhenanytwoout.ofthreepressurizerlowpressuresignalsarereceivedasshowninFigure2.Thedesignmodificationshallconformwithallapplicablerequire-mentsofIEEEStd.279-1971.InparticularSection4.7.3statesthat,"whereasinglerandomfailurecancauseacontrolsystemactionthat,resultsinaconditionrequiringprotectiveactionandcanalsopreventproperactionofaprotectionsystemchanneldesignedtoprotectagainstthecondition,theremainingredundant,protectionchannelsshallbecapableofprovidingtheprotectiveactionevenwhendegradedbyasecondrandomfailure."The protectivechannelsusedinthisdesignarealsoutilizedto;openthepressurizerpower-operatedreliefvalvesonhighprimarypressure.Inordertoassurethatnosinglechannelfailure(failhigh)cancausespuriousopen'ingofthePORV,acoincident1(logicalAND)highpressuresignalfromanindependentchannelshallberequiredforPORVactuation.Thepermissivehighpressuresetpoint,.shallbesetabovetheoperatingrangesothat,thesystemdoesnotnormallyoperatewithapermissivesignalpresent.ThecontrollogicisshowninFigures3(a)and3(b)forexistingandproposedsetpoints.Pressurizersprayisactuatedbyeitherchannel429or431.Analyseshavebeenperformedtodetermineifafailure(failhigh)ofoneofthesechannels,causingspuriousoperationofthepressurizerspray,canresultinaplantconditionrequiringSafetyInjection.Thisanalysisshowsthat'hesafetyinjectionsetpointisreachedinapproximatelythreeminutes.EitherapressurechannelindependentoftheSIsystemshallbeusedforsprayactuation,ortheinputtotheSIsystem,nowfromachannelalsoactuatingpressurizerspray(431),shallbeinsteadsuppliedbyachannelindependentofthepressurizerspraysystem(449).Whenanychannelgoesintoalarm,itshallbeannunciatedintheMainControlRoominamannerconsistentwiththeexistingSafe-guardsSystems.TheSafetyInjectionactuationshallbeannunciated,intheMainControlRoomandtransmittedtotheplantcomputerinamannerconsistentwiththeexistingSafeguardsSystems.

.rl Test,switchesshallbeprovidedtoprovidecapabilityfortestingduringpoweroperationinaccordancewithSection4.10ofIEEE279-1971andIEEE338-,1977.ThepurposeofthisTechnicalSpecificationChangeistoreviseTable3.5-2toreflectthedeletionoflowpressurizerlevelcoincidencefromlowpressurizerpressureSI.ThedeletionofthelowlevelcoincidencefromthelowpressurizerpressureSIhasnegligibleeffectonthePlantTransientAnalysisortheECCSAnalysisforR.E.Ginna.TheanalysiswasdonewithSIinitiatedoncoincidenceoflowpressurizerpressure.andlevelsignals.TheeffectofchangingtoapressureonlysignalwillresultineitheranearlierinitiationofSI,ornochangeinthetimeofSIinitiation.Therefore,currentPlantTransientandsmallbreakanalysisassumptionsconcerningSIinitiationtimeareappropriate.
