APPLXCATXON FOR AMENDMENT TO OPERATXNG LXCENSE Pursuant to Section 50.90 of the regulations of the U.S.

Nuclear Regulatory Commission (the "Commission" ), Rochester Gas and Electric Corporation ("RGGE"), holder of Facility Operating License I

No. DPR-18, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended. This request for change in Technical Specifications is submitted to remove the schedule for the withdrawal of Reactor Vessel Material Specimens from Technical Specification Surveillance Requirement 4.3.1 in accordance with the guidance described in Generic Zetter (GL) 91-Ol, "Removal of the Schedule for the Withdrawal of Reactor Vessel Material Specimens from Technical Specifications". Further, Technical Specification 4.3.1.2 will be deleted since this specification is implicitly described. in the proposed, Specification 4.3.1.1. In addition, RGGE shall maintain the Commission's approved version of the specimen withdrawal schedule in the Updated Final Safety Analysis Report (UFSAR). The addition of this schedule will be in the next revision of the UFSAR in accordance to 10CFR50.71(e).

The proposed. Technical Specification change is set forth in Attachment A to this Application. A safety evaluation is set forth in Attachment B. This evaluation also demonstrates that the

proposed change does not involve a significant change in the types or a significant increase in the amounts of effluent or any change in the authorized power level of the facility. As demonstrated in Attachment B, the proposed change does not involve a significant hazards consideration.

WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No DPR-18 be amended. in. the form attacned. hereto as Attachment A.
